List and roadmap for phasing out low-efficiency power generation and usage equipment
(Baonghean.vn) - On May 24, 2023, the Prime Minister issued Decision No. 14/2023/QD-TTg stipulating the List and roadmap of energy-using vehicles and equipment that must be eliminated and low-efficiency power generators that cannot be newly built.
Based on this document, on May 29, 2023, the People's Committee of Nghe An province issued Document No. 4071/UBND-KT dated May 29, 2023 guiding the implementation. Accordingly, the Provincial People's Committee assigned departments, branches, provincial units, People's Committees of districts, cities, towns, Business Associations, Provincial Entrepreneurs Association and related units to promptly implement the above Decision of the Prime Minister.

1. Previously, Decision No. 14/2023/QD-TTg,Prime Ministerhas issued the List and roadmap for low-efficiency energy-using equipment and vehicles that must be eliminated and low-efficiency power generators that must not be newly built. Accordingly, the list and roadmap for low-efficiency energy-using equipment that must be eliminated (not allowed to be imported, manufactured and traded domestically) are specified in Appendix 1 attached to this Decision, including:
+ Household appliances such as compact fluorescent lamps, electronic ballasts for fluorescent lamps, straight tube fluorescent lamps, water heaters with storage, infrared cookers, induction cookers, LED lights, ductless air conditioners, household washing machines, televisions, rice cookers, electric fans, refrigerators, and freezers.
+ Office and commercial equipment group: computer monitors, photocopiers, printers, laptops, desktops and commercial refrigerators.
+ Industrial equipment group: 3-phase asynchronous electric motors with squirrel cage rotor, distribution transformers, LED street lights, boilers in industrial enterprises.

The list and specific roadmap for application of coal and gas generators in low-efficiency thermal power plants that are not allowed to be newly built are specified in Appendix II attached to this Decision, including: no investment policy approvalcoal and gas power plantshas energy efficiency lower than the prescribed efficiency corresponding to the power range of the generator set specified in Appendix II of this Decision; does not allow the operation of coal or gas-fired generator sets with efficiency at the time of commercial operation lower than the prescribed efficiency corresponding to each power range of the generator set specified in Appendix II attached to this Decision.
3. In the Decision, the Prime Minister also assigned the Ministry of Science and Technology to preside over or coordinate with relevant ministries, branches and People's Committees of provinces and cities to organize implementation solutions including:deploy solutions to support the removal of vehicles, energy-using equipment must be eliminated, low-efficiency power generators must not be newly built in this Decision; advise on the promulgation and development of national standards on energy efficiency and minimum energy efficiency levels of energy-consuming vehicles and equipment; based on the socio-economic development situation and State management requirements during the implementation process, preside over and coordinate with ministries, branches and sectors, review and submit to the Prime Minister for decision to amend, supplement or replace the List of energy-using vehicles and equipment that must be eliminated as well as power generation complexes that must not be newly built.

The Ministry of Industry and Trade is responsible for presiding over and coordinating with the Ministry of Science and Technology to inspect and examine compliance with regulations onEliminate low-efficiency energy-using equipmentand low-efficiency generators shall not be newly built; preside over and coordinate with relevant ministries and branches to guide and inspect the import and export of goods in compliance with these regulations; coordinate in developing and reviewing national standards on energy efficiency and minimum energy efficiency levels of vehicles and equipment using a lot of energy.
Ministries, sectors and localities, based on their functions, tasks and management authority, shall take the lead in eliminating energy-consuming vehicles and equipment and low-efficiency power generators that are not allowed to be newly built. This Decision does not apply to vehicles and equipment temporarily imported, re-exported, used for repair, replacement and energy efficiency testing.
The Decision takes effect from July 15, 2023, replacing Decision No. 24/2018/QD-TTg dated May 18, 2018 with similar regulations on this content./.
