Dedicate your efforts and intellect to building the Party.
(Baonghean) - The entire Party is currently preparing to hold Party congresses at all levels, leading up to the 12th National Party Congress.
In general, preparations for a Party congress consist of two parts: preparing the content through the political report and preparing the personnel for the election of a new Party committee. A political report at any level generally has two main parts: the socio-economic, national defense and security section, and the Party building section linked to the construction of the political system. These two parts have a dialectical relationship, influencing each other. The socio-economic, national defense and security section defines the political tasks of the Party organization; the Party building section is the decisive factor in ensuring that the Party organization has the necessary stature and capacity to successfully lead and implement the political tasks (of the first part). The political tasks, once correctly defined, can only become a reality when the Party building tasks address the demands for the quality and capacity of the Party organization (at that level), ensuring it is truly strong and clean.dedicate your effortsLeaders have achieved results in their defined political tasks. Based on this understanding, along with dedicating effort and intellect to defining political tasks, they must also dedicate corresponding effort and intellect to defining tasks for Party building.
That's the theory, but what about in practice? Many Party committees and organizations, through successive Party congresses, often devote more effort and intellect to defining political tasks; therefore, this content is prepared quite thoroughly (including the review of the previous term, the direction, tasks, goals, and solutions for the next term). Conversely, the task of Party building, linked to building the political system, has not received adequate attention, resulting in general reviews that fail to identify what Party organizations need to innovate or rectify. Consequently, the direction, tasks, and especially the solutions for Party innovation and rectification, for improving the quality of Party members, for enhancing the capacity and fighting strength of Party organizations, and for improving leadership effectiveness… are also very general, simply repeating what the higher-level committees say. Even when higher-level Party committees approve the content of lower-level Party congresses, the lower-level committees still do not pay the minimum necessary attention to the Party building aspect.
In our opinion, the following issues need to be addressed immediately in the preparation phase for the upcoming Party congresses at all levels: The preparation for the congresses is somewhat "skewed," and the discussions during the congresses are also skewed, as is the leadership and guidance after the congresses. As a result, the efforts to achieve higher political tasks, to build the Party, and to reform and rectify the Party... have yielded limited results over several congresses; unity and cohesion within the Party still show signs of ideological and political decline, as well as moral and lifestyle degradation among some cadres and Party members. Thus, we have another reality to highlight the "skewed" situation in the preparation, conduct, and even after the successful conclusion of the congresses.
It must be affirmed that the comprehensive national renewal process can only reach its ultimate goal, and the cause of protecting and building the Socialist Republic of Vietnam can only reach its ultimate goal, when our Party successfully renews and rectifies itself. In other words, the national renewal process requires our Party to renew and rectify itself. Conversely, only successful renewal and rectification of the Party can lead to the success of the national renewal process, from the level of the entire Party and the whole country, as well as at the level of lower-level Party branches and localities.
Therefore, both in the preparation phase, in the phase of conducting the congress, and in the phase of leading and directing the implementation of the congress's resolutions, and first and foremost in the phase of preparing the content for Party building, it is necessary to place it in its rightful position as "essential" and "necessary," and to devote much effort and intellect to it from Party committees at all levels, from the grassroots to the Central Committee.
