The formation of Bach Ha commune (Nghe An province) has expanded the natural area and population, creating a new development space with many unique advantages of the commune, providing opportunities for the local Party committee and people to leverage the strength of national unity, maximize potential and advantages, and strive to build Bach Ha commune into a comprehensively and sustainably developed area.
FOUNDATION FOR THE FUTURE
Bach Ha commune was established by consolidating the entire natural area and population of four former communes: Hien Son, Tru Son, My Son, and Dai Son. After the administrative reorganization, Bach Ha commune has a natural area of 79.28 km2 and a population of 39,332 people. The commune's Party Committee has 53 subordinate Party organizations with 1,217 Party members.

During the 2020-2025 term, despite facing many difficulties, the four former communes before the merger united and strived to achieve many important accomplishments in various fields.
Notably, the average annual economic growth rate of the communes before the merger reached 12.8%. The total value of production in 2025 is estimated at VND 2,660.48 billion, achieving 100% of the target set by the commune congresses' resolutions. The economic structure has shifted in the right direction, with a decrease in the proportion of agriculture, forestry, and fisheries; while small-scale industries, basic construction, and trade and services have increased compared to the beginning of the term. The average per capita income in 2025 is estimated at VND 70 million/person/year, an increase of VND 20 million compared to the beginning of the term, achieving 100% of the congress's target. Total budget revenue in the area during the past term reached VND 77 billion, meeting the target set by the commune congresses.

In the agricultural sector, the commune promotes mechanization, applies scientific and technological advancements, invests in intensive farming, and introduces high-yield, high-quality varieties into production. Some outstanding high-tech agricultural models include: tissue-cultured banana cultivation in My Son and Dai Son; and the cultivation of products such as cantaloupe, cucumber, and tomatoes in greenhouses in Dai Son.
Small-scale industrial production and basic construction have been consistently maintained and developed. Production facilities have been invested in with equipment and machinery, and the types of production are diverse and abundant to meet market demands. To date, there are 41 enterprises and 1,667 individual business households, an increase of 430 households compared to the beginning of the term.
During its term, Bach Ha commune focused on attracting investment to build infrastructure and actively mobilizing resources. The total production value in 2025 was 2,660.48 billion VND, achieving 100% of the targets set in the resolutions of the congresses.

Service and trade activities in the area have grown steadily, forming wholesale and retail service points to meet the buying and selling needs of the people, and developing 3 products that have achieved OCOP 3-star rating. The pottery village in Tru Son commune (formerly) has become increasingly diverse in product designs and consumer markets. A notable achievement during the past term is that all four former communes have been recognized as achieving the standards of new rural communes.
Alongside economic and infrastructure development, culture and social affairs continue to receive attention and have achieved many important results. The spiritual life of the people is increasingly improved. Social welfare policies, care for war veterans, and protection of people's health are effectively implemented. National defense and security are maintained; social order and safety are ensured.
Party building and the construction of the political system are consistently prioritized. The people's trust in the Party's leadership is increasingly enhanced.

UNLOCKING POTENTIAL AND ADVANTAGES
The formation of Bach Ha commune has expanded its natural area and population, creating a new development space with many unique advantages; the synchronized implementation and effective application of new policies and guidelines from the Central Government and the province to operate the two-tiered local government will be an opportunity for the new term, the Party Committee and the people of the locality to leverage the strength of national unity, develop potential and advantages, and strive to build Bach Ha commune into a comprehensively developed and civilized community.

Some specific targets for 2030
-The average annual growth rate of product value in the area is 13%.
- Average income per person per year: 125 million VND/person/year.
- State budget revenue in the area reached 150 billion VND.
- The percentage of commune-level roads that are concreted or asphalted reaches 100%; the percentage of schools meeting national standards is 100%.
- Digital Transformation Index (DTI) at the commune level: Ranked 50th out of 130

To achieve the goal of building Bach Ha commune into a comprehensively developed and civilized area, the commune's Party Committee has set 23 specific targets across various fields, with 5 key tasks, 3 breakthroughs, and a system of solution groups.
Accordingly, the Party Committee will first focus on creating significant changes in the comprehensive, clean, and strong building of the Party and political system. Along with that, it will focus on streamlining the organizational structure, improving operational efficiency, and building a team of cadres with strong political acumen, moral character, and capabilities commensurate with new tasks.

In the economic field, there are effective solutions to promote and mobilize the people to effectively implement the policy of land consolidation to expand the scale and improve the efficiency of agricultural production; attract and link investment to develop high-tech agricultural models and establish product consumption linkages, improving quality and economic efficiency. Building new rural areas in a modern direction while preserving traditional culture.
Simultaneously, the plan includes developing a master plan for Bach Ha commune, planning for the development of small-scale handicrafts, creating favorable conditions for expanding various types of production; attracting investment from factories and industrial production facilities to the area to create local jobs, increase people's income, and boost budget revenue; linking and attracting businesses to invest in large-scale production in the area, such as non-fired bricks and food processing; effectively developing OCOP 3 and 4-star products, including researching and developing some products associated with the commune's traditional crafts such as Bach Ha wine, meat and processed foods from tamarind, and Tru Dai veal,...

Simultaneously, flexibly apply Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy to focus on developing various business models. Encourage and support the establishment and effective operation of 3-5 cooperatives in various fields.
During its term, the commune focused on mobilizing all resources to invest in the construction of rural infrastructure, concentrating on rural transportation systems, internal field transportation, and strategic transportation connecting the region, gradually completing cultural centers and playgrounds in the hamlets.
Attracting investment to upgrade local markets into hubs for the consumption, buying, selling, and exchange of goods and agricultural products within the area and region, meeting the trading and exchange needs of people and businesses; especially upgrading, expanding, and improving the efficiency of U Dai Son Market. Supporting traditional craft villages, traditional products, and OCOP products to access markets, participate in trade fairs, access large supermarket chains, and export.
Planning and strengthening investment attraction for ecotourism projects in the southeastern and northeastern parts of the commune, areas with hilly terrain and beautiful green natural landscapes. Linking to form a chain of experiential tourism, community tourism, and spiritual tourism services to promote traditional cultural values, linked with enhancing the tourism value of the Truông Bồn National Historical Site.
Promote the application of information technology and digital transformation across all three main pillars: digital government, digital economy, and digital society. Further strengthen state management in the fields of land and environment.
Along with that, the commune focuses on comprehensively caring for all cultural and social fields; paying attention to improving the quality of material and spiritual life for the people, ensuring social security, especially for policy beneficiary households. Developing education, health, culture, and sports towards high quality; focusing on building a cultured lifestyle in residential areas, a cultured workplace, and a cultured way of behaving in the community. At the same time, strengthening national defense and security in conjunction with the key task of maintaining security and order in the area.
Breakthroughs:
Firstly, develop and improve the socio-economic infrastructure system; strengthen efforts to attract investment to the area.
Secondly, focus on land consolidation; strengthen linkages to develop high-tech agriculture.
Thirdly, improve the quality of the contingent of officials and civil servants; promote administrative reform, innovation, and digital transformation.
