Bach Ha commune was established on the basis of arranging the entire natural area and population size of 4 communes: Hien Son, Tru Son, My Son and Dai Son (old). After the arrangement of administrative units, Bach Ha commune has a natural area of ​​79.28 km2, population size of 39,332 people. The commune party committee has 53 subordinate party organizations with 1,217 party members.

During the 2020 - 2025 term, despite facing many difficulties, the four former communes before the merger united and made efforts to achieve many important achievements in various fields.

Notably, the average annual economic growth rate of the communes before the merger reached 12.8%. The total production value in 2025 is estimated at 2,660.48 billion VND, reaching 100% of the target set by the Resolution of the Congress of Communes. The economic structure has shifted in the right direction, the proportion of agriculture, forestry and fishery has decreased; Small-scale industry, basic construction and Trade and services have increased compared to the beginning of the term. The average income per capita in 2025 is estimated at 70 million VND/person/year, an increase of 20 million VND compared to the beginning of the term, reaching 100% of the congress target. The total budget revenue in the area during the past term reached 77 billion VND, reaching the target set by the congress of communes.

In the agricultural sector, the commune promotes mechanization, applies scientific and technical advances, invests in intensive farming, and introduces high-yield and high-quality varieties into production. Some outstanding high-tech agricultural models include: Tissue culture banana growing model in My Son, Dai Son; growing products such as melons, cucumbers, and tomatoes in greenhouses in Dai Son.

Small-scale industrial production and basic construction are regularly maintained and developed, production facilities are invested in equipment and machinery, and production types are diversified and abundant to meet the market demand. Up to now, there are 41 enterprises and 1,667 individual business households, an increase of 430 households compared to the beginning of the term.

During the term, Bach Ha commune focused on promoting investment attraction in infrastructure construction and actively mobilizing resources. The total production value in 2025 is 2,660.48 billion VND, reaching 100% of the target set by the congress resolutions.

Service and trade activities in the area are growing, forming wholesale and retail service points to serve the buying and selling needs of the people, developing 3 products that achieve 3-star OCOP. The clay pot craft village in Tru Son commune (old) is increasingly diverse in product designs and consumption markets. A notable mark in the past term is that all 4 old communes were recognized as communes meeting new rural standards.

Along with economic and infrastructure development, culture and society continue to receive attention, achieving many important results. The spiritual life of the people is increasingly improved. Social security policies, care for people with meritorious services, and protection of people's health are effectively implemented. National defense and security are maintained; social order and safety are guaranteed.

Party building and political system building are regularly focused on. People's trust in the Party's leadership is increasingly enhanced.

EXPLOIT POTENTIAL AND ADVANTAGES

The establishment of Bach Ha commune has expanded the scale of natural area and population, creating a new development space with many typical advantages of the commune; synchronously implementing and effectively applying new policies and guidelines of the Central and the province to operate the two-level government in the locality will be an opportunity for the new term, the local Party Committee and people to promote the strength of the great national unity bloc, promote potentials and advantages, and strive to build Bach Ha commune to develop comprehensively and civilizedly.

To achieve the goal of building Bach Ha commune to develop comprehensively and civilizedly, the Party Committee of the commune sets out 23 specific targets in various fields with 5 key tasks and 3 breakthroughs and a system of solution groups.

Accordingly, first of all, the Party Committee focuses on creating a clear change in the work of building a comprehensive, clean and strong Party and political system. Along with that, it focuses on perfecting a streamlined organizational apparatus, improving the effectiveness and efficiency of operations, and building a team of cadres with political mettle, moral qualities and capacity equal to the new tasks.

In the economic field, there are effective solutions to propagate and mobilize people to effectively implement the policy of land accumulation and concentration to expand the scale and improve the efficiency of agricultural production; attract and link investment to develop high-tech agricultural models and link product consumption, improve quality and economic efficiency. Build new rural areas in a modern direction associated with preserving traditional culture.

At the same time, establish a master plan for Bach Ha commune, plan the development of small-scale industries, create favorable conditions for expanding production types; attract investment in factories and industrial production facilities in the area to solve on-site employment, increase income for people and increase budget revenue; link and attract businesses to invest in large-scale production in the area such as unburnt bricks, food processing; effectively implement the construction of 3- and 4-star OCOP products, including research and development of a number of products associated with traditional industries of the commune such as Bach Ha Wine, Meat and processed foods from Tamarind, Tru Dai Beef, etc.

At the same time, flexibly apply Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development to focus on developing business types. Mobilize and support the establishment and maintenance of effective operations of 3-5 cooperatives in various fields.

During the term, the commune focused on mobilizing all resources to invest in building rural infrastructure, focusing on rural traffic systems, intra-field traffic, strategic traffic connecting regions, and gradually completing cultural houses and entertainment areas in hamlets.

Attract investment to upgrade the local market into a market for the purchase and sale of goods and agricultural products in the locality and region, meeting the needs of trading and exchanging goods of people and businesses; especially upgrading, expanding and improving the efficiency of U Dai Son Market. Support craft villages, traditional products, OCOP products to access the market, participate in fairs, access large supermarket systems and export.

Plan and increase investment attraction for eco-tourism projects in the southeast and northeast of the commune, where there is mountainous terrain and beautiful green natural landscape. Link to form a chain of experiential tourism services, community tourism, spiritual tourism to promote traditional cultural values, associated with promoting the tourism value of Truong Bon National Historical Site.

Promote the application of information technology and digital transformation on all three pillars of digital government, digital economy, and digital society. Further strengthen state management of land and environment.

Along with that, the commune focuses on comprehensively caring for cultural and social fields; paying attention to improving the quality of material and spiritual life for the people, ensuring social security, especially for policy households. Developing education, health care, culture, and sports in a high-quality direction; focusing on building a cultural lifestyle in residential areas, office culture, and behavioral culture in the community. At the same time, strengthening national defense and security associated with the key task of maintaining security and order in the area.
