Training and fostering of businessmen must be linked to practical needs.

On the afternoon of July 31, the Provincial Party Committee announced the establishment of Inspection Team No. 5 to inspect, review, and evaluate the implementation of contents according to Plan No. 179-KH/TU, dated February 14, 2019 of the Provincial Party Committee Standing Committee; at the same time, organized an inspection at the Department of Planning and Investment related to the implementation of projects and plans for developing and training a team of entrepreneurs.

The whole province has more than 11,000 operating enterprises.

Speaking at the announcement ceremony, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son emphasized that the mission of the delegation is to inspect, review and evaluate the implementation of projects and plans according to the Action Program to implement the Resolution of the 18th Provincial Party Congress, term 2015 - 2020 in the field of training and fostering entrepreneurs and technical workers in the province in the past time; on that basis, propose tasks and feasible solutions for the coming time.

Therefore, the inspection team is required to work seriously and responsibly, ensuring the spirit and requirements set forth by the Provincial Party Committee.

Next, the working delegation inspected, reviewed and evaluated the implementation of the Project and Plan for developing and training a team of entrepreneurs associated with improving competitiveness and integration capacity for enterprises in Nghe An province, period 2016 - 2020 according to the Action Program to implement the Resolution of the 18th Provincial Party Congress, term 2015 - 2020.

The delegation acknowledged the implementation of the Department of Planning and Investment based on the training and development plan built by the Provincial People's Committee every year. From 2016 to 2018, the Department of Planning and Investment has chaired the organization of 54 training courses, workshops, and seminars for nearly 6,000 participants. Of which, there are 10 startup classes, 22 business administration classes, 9 specialized business administration classes, and 13 specialized seminars.

In parallel with opening classes according to the plan of the Provincial People's Committee with budget sources, socialized activities in training and fostering entrepreneurs and enterprises are also coordinated by organizations, agencies, units, associations, and small and medium-sized enterprise associations to create conditions and environment for businesses and entrepreneurs to develop.

The effectiveness of training and development is unclear.

As of December 31, 2018, the whole province had 11,706 operating enterprises and compared to the target of 13,000 - 15,000 enterprises set by the Congress Resolution by 2020, it can be achieved.

However, the issue raised by the inspection team members is that the effectiveness and impact of training, fostering, and coaching on businesses and entrepreneurs are not clear through the report. On the other hand, the project's target audience for training and fostering is the team of entrepreneurs, meaning business owners and start-ups; but in reality, there are still deputy directors of businesses and most of them are business accountants participating.

Some members also expressed concerns about the program, the effectiveness of training and development in the past time has not had a clear impact on building product brands, as well as strong business brands of Nghe An. That is also the invitation of experts with practical knowledge of business operations and prestige, creating attraction for businesses to participate is still limited...

On behalf of the working group, concluding the inspection, comrade Ho Phuc Hop emphasized: Training and fostering the business team is not an easy task, because this is a voluntary activity from the business, so the Department of Planning and Investment needs to continue to consider building programs, plans, and training content that are close to the needs of the business.

Comrade Ho Phuc Hop also said that the training and development goal that the province has set is to build a team of Nghe An entrepreneurs who are strong in quantity and quality, capable of planning business strategies, dynamic, sensitive, adaptable to changes in the business environment; to train a team of entrepreneurs with qualifications and the ability to manage, operate enterprises and organize production and business effectively, meeting the requirements of development and economic integration in the region and the world.

Therefore, the Department of Planning and Investment needs to look into the goals to deeply evaluate the results achieved, the shortcomings and limitations, thereby proposing tasks, solutions as well as recommendations and proposals for Nghe An enterprises to develop strongly in the current period of deep international integration and the 4.0 industrial revolution.

The Department also needs to clearly assess the coordination relationship between training schools and relevant departments, branches, agencies and units of the province in implementing projects and plans to train and foster a team of entrepreneurs in order to strengthen the coordination relationship more effectively in the coming time.
