Breakthrough in new rural construction in Tuong Duong

Thanks to the great efforts and determination of the entire political system, together with the spirit of solidarity and consensus of the people, after 12 years of implementation, Tuong Duong district has achieved many outstanding achievements in building new rural areas. This is one of the few districts under the 30a program nationwide with communes meeting new rural standards, with 4 communes and 11 villages recognized as meeting the standards.

Many changes

Tam Quang, the first border commune of Tuong Duong district and Nghe An province, successfully reached the new rural finish line at the end of 2017. Currently, the commune is continuing to strive with the goal of building an advanced new rural area.

The clear change is shown through the concrete roads extending into hamlets and villages, the spacious houses, and especially the formation of many effective economic models.

According to Ms. Kha Thi Hien - Chairman of Tam Quang Commune People's Committee: An important step forward is that people have shifted from self-sufficient agricultural production to commodity production. Models such as growing fruit trees, raising cows and wild boars not only improve income but also contribute to promoting the local economy. Thanks to that, the average income of people has increased to 52.1 million VND/person/year, the poverty rate has decreased to 8.03%.

For example, Bai So village has strongly developed economic models that bring in high incomes of 100-300 million VND/year. Typical examples include the farming and livestock model of Mr. Tong Van Chien's family, the model of renovating mixed gardens to grow fruit trees of Mr. Le Dang Dan and cow-raising households such as the families of Ms. Nguyen Thi Phuong, Mr. Nguyen Huu Due, Mr. Nguyen Huu Ngoc, etc.

Ms. Nguyen Thi Phuong, the owner of a livestock household with more than 20 fattened cows and dozens of breeding pigs, in addition to her family's land, she also borrows land from other households in the village to grow corn, cassava and grass for animal feed. Thanks to that, her family earns nearly 300 million VND each year. Ms. Phuong shared: "Previously, the roads were muddy, making it difficult to travel, and traders forced down prices. Now, thanks to the new rural area, the roads have been concreted, making travel easier, and the goods produced are sold more easily, and people's income has improved significantly."

At this time, Luu Kien commune is also striving to complete the NTM criteria. Mr. Vang Kien Cuong - Chairman of the Commune People's Committee said: After mastering the criteria to be achieved, people have made efforts to implement them, up to now achieving 12 criteria. Regarding the environment, households have improved the raising of livestock and poultry, no longer raising them under stilt houses but in separate areas. People have also been aware of collecting and classifying waste according to regulations. At the same time, policies to support plant and animal varieties and production models have helped people raise their awareness of economic development. Many models have brought about clear results, such as raising buffalo and cows in Luu Thong village, the VAC model in Khe Kien village, the banana growing model for leaves, the model of protecting and developing aquatic resources (mushroom fish)...

Nhon Mai commune has also undergone significant changes, especially in the transportation system. The roads from the commune center to the villages have been expanded and concreted, with bridges over streams and creeks, helping people travel conveniently and safely. Villages such as Nhon Mai, Na Hy, Na Lot, Co Ha, Huoi Co, Xoi Voi, Tham Tham, and Xa Mat all have concrete roads, schools, and medical stations that have been solidly built.

Regarding economic development, the commune has transformed the crop and livestock structure to suit the local potential. Previously, passion fruit was grown on a pilot basis in Huoi Co and Tham Tham villages, bringing high income and helping people escape poverty. However, due to frequent diseases, the commune switched to growing ginger and high-yield cassava. Currently, high-yield cassava has become the main crop, with an area of ​​300 hectares, helping households earn an income of 50 to 100 million VND per year. In addition to cassava, people also develop large-scale livestock farming, dig ponds to raise fish and grow peach blossoms, with an area of ​​nearly 30 hectares in Huoi Co, Huoi Man and Pha Mut villages.

"Easy to do first, difficult to do later"

Up to now, in addition to 4 communes meeting the NTM standards including Tam Thai, Tam Quang, Tam Dinh and Xa Luong, Tuong Duong district also has 11 villages meeting the NTM standards, including: Pung village (Yen Thang commune), Huoi To I village (Mai Son commune), Phay village (Xieng My commune), Ngon village (Yen Hoa commune), Xop Nam village (Tam Hop commune), Bay village (Nga My commune), Co Phao village (Yen Na commune), Cap Chang village (Yen Tinh commune), Khe Kien village (Luu Kien commune), Trung Thang village (Yen Thang commune), and Na Kha village (Mai Son commune).

The fact that Tuong Duong district is among the few 30a districts nationwide with communes meeting NTM standards early clearly reflects the determination of the entire political system and the solidarity and unity of the people. In particular, the district has effectively used financial resources and support to invest in building infrastructure and improving housing for poor households.

Along with that, the district integrates programs and projects to support people in changing their jobs, providing machinery, seedlings, and livestock, while creating conditions for people to access information, learn production methods and build effective economic models. Thanks to that, the average income per capita is currently estimated at 38.4 million VND/year, the poverty rate has decreased from 29.3% to 25.3%.

Mr. Nguyen Huu Hien - Vice Chairman of Tuong Duong District People's Committee said: The district aims to have Tam Quang commune meet advanced NTM standards by 2025, and 7 villages meet NTM standards, including: Minh Thanh village (Luong Minh commune), Ve village (Yen Na commune), Canh Toong village (Yen Tinh commune), Canh Khin village (Yen Hoa commune), Vang Mon village (Nga My commune) and Pha Khao village (Mai Son commune). In the long term, Tuong Duong district strives to become a leading unit in building NTM in the highland area.

To achieve this goal, the district continues to promote awareness change and determination to escape poverty among officials and people, with the viewpoint of "escape poverty from awareness". The district continues to exploit its available potential and advantages to the fullest, while effectively utilizing mechanisms and policies for mountainous and ethnic areas to focus on economic development, increase income and improve the material and spiritual life of the people.

On the basis of building mechanisms and policies to attract businesses into the agricultural sector, especially businesses consuming and processing agricultural products... the district promotes the implementation of the "One Commune One Product" (OCOP) Program, to affirm and enhance the value of typical products, contributing to promoting local economic development.

Tuong Duong district also identified planning for new rural construction for communes as an important step, helping to determine the development roadmap and appropriate investment resources.

The most important thing is to clearly define which criteria and projects the district is responsible for; which criteria and projects the commune is responsible for; which criteria and tasks the people perform; and what are the common tasks between the State and the people.

In particular, with the motto "Easy criteria first, difficult criteria later", the district directs the process of building new rural areas not to pursue achievements, but to ensure that each completed criterion brings practical benefits to the people, helping them feel the results of their own efforts.
