New mark on revolutionary homeland

Hung Xa Commune (formerly Phu Xa), the cradle of revolution in the Nghe Tinh Soviet movement 1930 - 1931, the place where the large demonstration in the entire Hung Nguyen district on September 12, 1930 was marked, has changed a lot today. This is one of the first communes in Hung Nguyen district to reach the new rural finish line in 2015; the rural appearance is spacious; the traffic system is concreted to the alleys of families; the cultural houses in the hamlets are all newly built, associated with full investment in synchronous institutions; the school system includes 2 schools both meeting national standards level 2, the medical station meets national standards...

After completing 19 new rural criteria, the Party Committee and people of Hung Xa continue to improve the quality of the criteria, especially improving people's income and living standards to ensure sustainable new rural construction.

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hung Xa Commune - Mr. Le Xuan Que, said: Promoting the advantage of the central location of the southern economic cluster of the district, with the system of roads along Lam River, Provincial Road 542C and the newly put into operation Yen Xuan bridge, in recent years, the Party Committee and the government have actively mobilized people to expand their trade and service industries in parallel with maintaining agricultural production in the direction of producing high-quality rice (accounting for 80%) and accumulating land to develop large farms. The average income of people in the commune is currently 35 million VND/year, of which hamlets 2 and 3, which both produce agriculture and provide trade services, have reached an income of 50 million VND/person/year.

For Hung Dao, a purely agricultural commune, monoculture of rice, but located in a low-lying area, the economic conditions of the people are quite difficult. In the process of building a new countryside, in parallel with mobilizing external resources to build infrastructure, build a spacious rural appearance, the locality also focuses on shifting the structure of crops and livestock, increasing income, thereby mobilizing contributions from the people to reinvest in the new countryside.

Today, Hung Dao fields have been planned for each specialized production area, avoiding fragmentation and small-scale farming as before. Many large-scale fields and high-income fields from high-quality rice production have been formed. The low-lying rice production area in the past has become a specialized aquaculture area; the highland areas have been planned for farms and livestock farms with 30 farms.

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Hung Dao Commune - Mr. Phan Van Tan said: When the fields have been planned and accumulated into large plots, creating conditions for the introduction of machinery into production (the whole commune has 113 large and small tillage machines, 17 combine harvesters, 29 row harvesters, 66 threshing machines), agricultural production time is shortened, people have conditions to expand services, participate in many other industries, creating additional sources of income for the people. Currently, the whole commune has 265 small-scale trading households; 60 households providing milling services, processing animal feed, carpentry, mechanics, and garment; 33 masonry groups; more than 50 households doing transportation business...

The number of workers working abroad is quite large, regularly maintaining nearly 350 people. Thanks to that, the living standards of the people are increasing, the average income per capita reaches over 30 million VND/year.

Head of the Department of Agriculture and Rural Development of Hung Nguyen district - Mr. Hoang Duc An, shared: In addition to the improved rural appearance, the biggest achievement in building new rural areas in Hung Nguyen is that the Party Committee and authorities from the district to the grassroots have focused on directing the development of production towards commodities, forming concentrated production areas towards specialization.

Most notably, it has created high-quality rice production areas with thousands of hectares in the communes of Hung Tay, Hung Dao, Hung Tan, Hung Thang, Hung Tien...; vegetable production areas in the communes along Lam River: Hung Khanh, Hung Phu, Hung Nhan, Hung Long...; Sind crossbred cattle breeding areas: Hung Linh, Hung Long, Hung Xa, Hung Xuan...; aquaculture areas: towns, Hung Dao, Hung Tan...

Along with that, many new varieties of plants and animals have been put into production such as millet, green beans, commercial corn... Through the construction of new rural areas, it has created even development, shortened the gap between communes, especially some communes with weak movements in the past have also tried to rise up. Up to this point, Hung Nguyen has had 10/22 communes reaching the finish line; an average of 15 criteria/commune; the commune with the least criteria is 8 criteria.

Not only focusing on building new rural areas, creating even and comprehensive development in each locality, according to Mr. Pham Quoc Viet, Standing Deputy Secretary of Hung Nguyen District Party Committee, the Party Committee, government and the entire political system in Hung Nguyen have also been focusing on leading and directing many programs and plans according to the Resolution of the 28th District Party Congress and implementing many key projects and works, laying the foundation for sustainable development in the future.

Accordingly, in addition to promoting investment attraction, the Party Committee and authorities from the district to the commune level have focused highly and resolutely directed the site clearance for VSIP Nghe An projects; 72 m2 road; road to the relic sites of Le Hong Phong Memorial House (Hung Thong), Central Region Party Committee (Hung Chau), Pham Hong Thai Martyr Relic (Hung Nhan); Nghe Tinh Soviet Relic; Central Park Lake of the district...

The district is also submitting procedures to invest in many other projects, including the Hung Nguyen district center; at the same time, focusing on removing difficulties for small and medium enterprises, encouraging the development of the private economy. Currently, the economy in Hung Nguyen is gradually approaching the right direction of economic structure, with the proportion of industrial, construction and service value reaching 76% and agriculture decreasing to 24%. At the same time, Hung Nguyen is also focusing on building and consolidating the staff at all levels; innovating working style, manners, and procedures, meeting the requirements of tasks in the new situation.

With what has been done yesterday and the upcoming plans, Hung Nguyen has, is and will have new motivations to develop faster and stronger on the way forward, exploiting the strengths of a suburban district, worthy of being the homeland of the Soviet revolution, the homeland of General Secretary Le Hong Phong.
