"Nurturing letters" for poor students
One afternoon in early August, under the scorching, hot sun, we went to Hai Lam block, Nghi Hai ward (Cua Lo town), to meet Ha Thi Thu Phuong, one of the "adopted children" of the Border Guard Youth Union members, directly supported by the 2nd Squadron since 2014. Phuong shared: "When I was in 4th grade, my mother suffered from a long-term illness that led to paralysis, and she was no longer able to work. After that, my parents separated. Since then, the three of us have been living with our grandmother." Phuong's grandmother is over 90 years old this year, her life is precarious, and her income only depends on the elderly allowance. Out of pity for her grandmother and mother, after school hours or during summer vacation, Phuong works extra to save up money for tuition for the new school year.

With a busy life, Phuong sometimes wanted to drop out of school, but since the members of the Squadron 2 Youth Union have cared for and supported her both mentally and materially, it has become a great source of encouragement to help her overcome her circumstances. On every holiday, Tet, and the beginning of the new school year, Phuong receives gifts, from new notebooks to cash. Thu Phuong is one of three people with especially difficult circumstances that the Squadron 2 Youth Union has taken care of and helped regularly.
Receiving care and support for poor students through the program "Helping children go to school" has been widely deployed by the Youth Union of the Provincial Border Guard, helping hundreds of poor students in the border and island areas of Nghe An to continue pursuing their dream of "learning". Captain Ha Huy Thien - Secretary of the Youth Union of the Provincial Border Guard said that up to now, 104 poor students have been supported and helped. The funding for implementation was mobilized, taken from the salaries of officers and soldiers of the entire force, in which union members and youth play a pioneering role. The sponsorship period is until the students complete their high school program.

It is worth noting that, along with cash support and essential school supplies, the sponsoring units and individuals also actively participate in mobilizing students who intend to drop out of school to return to school, for example, in 2 years (2017 and 2018), 446 students were mobilized.
“Helping children go to school” not only helps children in difficult circumstances overcome their difficulties to excel in their studies, but also nurtures future green shoots, strengthens the relationship of solidarity and solidarity between the army and the people in the border area.

People's trusted address
At the Immigration Department (QLXNC) of Nghe An Provincial Police, the "one-stop" department is always crowded with people. The trend of people traveling, studying and working abroad is increasing, so the need for exit procedures is very high. Along with increasing propaganda for people to understand the regulations and procedures, the Youth Union of the Immigration Department, consisting of 12 members, has divided the work, with the motto "during the day, focus on receiving documents, in the evening, mobilize more work, process documents for citizens". Every day, the members of the "one-stop" department are in position 30 minutes before the regulation to guide people to line up, ensuring security and order.

With the spirit of “Finishing the work before resting”, receiving documents often lasts until 12 noon and 5 pm. Even the members of the document processing department diligently work until 6-7 pm. It is worth mentioning that on peak days, the number of documents reaches about 1,200, but the members and youth always receive documents quickly, accurately, in accordance with procedures and regulations, ensuring that 100% of citizens submit their documents within the day, without having to go back and forth many times, causing inconvenience and expense.
Deputy Secretary of the Youth Union Ho Tuan Anh added: "Every Saturday, the Youth Union increases the number of members directly receiving documents, guiding people to register, and serving the legitimate needs of citizens". With such enthusiastic and responsible participation, together with the unit's officers and soldiers, the members have contributed significantly to the results of administrative reform, effectively implementing the "3 reductions": reducing documents, reducing waiting times, and reducing the number of trips for people.

"The projects and tasks carried out by the youth volunteers not only promote the sense of responsibility towards society, but also build the image of a brave, humane police officer who serves the people, becoming a reliable address for people to "order" difficult tasks."
The spirit of volunteerism and handling administrative procedures for the people has spread and is being widely deployed in many branches under the Nghe An Provincial Police Youth Union. More than 25,000 cadres and union members have worked extra shifts and hours for more than 60,000 working days, proving that. A series of practical activities have been deployed such as "Sunday for the people" with the activity of issuing free identity cards to the elderly, policy families, and people in difficult circumstances; transferring economic development models in mountainous communes...
Mr. Pham Van Toan - Head of the Provincial Youth Union Movement Committee said: In the "Green March" Campaign in 2019, 75 volunteer teams were established with over 1,015 members who are officers and soldiers of the 3 Youth Union forces of the Provincial Police, Military, and Border Guard, participating in many projects and tasks during the peak of the summer youth volunteer campaign. Through these activities, solidarity, closeness, and attachment between the army and the people were created.
