An investment of 10,800 billion VND will be made to upgrade and build new cultural facilities.
The project "Planning and upgrading, constructing new cultural facilities (theaters, cinemas, literary and art exhibition halls) in the period 2012 - 2020" was approved by the Prime Minister with a budget of up to 10,800 billion VND.
The Ministry of Culture, Sports and Tourism announced that, according to the plan, 51 new theaters will be built and 20 theaters will be upgraded. Specifically, 11 new theaters will be built with a large capacity of 2,000-2,500 seats, equipped with modern facilities and meeting international standards for sound, lighting, and stage mechanics.
In major urban areas like Hanoi and Ho Chi Minh City, several large-scale, modern cultural facilities have been built, equipped to host international-level events.

In the central urban areas of the socio-economic regions, including Type I cities such as Thai Nguyen, Hai Phong, Vinh, Hue, Da Nang, Quy Nhon, Nha Trang, Da Lat, Buon Ma Thuot, and Can Tho, a number of cultural facilities of appropriate scale and modernity should be built to host regional and national events.
In type II and type III cities, and some residential areas near large industrial zones, national tourist areas, and densely populated urban areas, a number of cultural facilities (integrated institutions) will be built. Depending on the population size and characteristics of each province or city, these may include one to three functions (cinema, cinema complex; theater; exhibition hall) within a single cultural institution.
According to the plan, in Hanoi and Ho Chi Minh City, new large-scale theaters with 2,500-3,000 seats will be built. At the same time, 40 new large-scale theaters with 1,000-2,000 seats each will be built in provinces without central theaters and in cities that are regional centers, industrial centers, or major service centers.
The total number of cinemas needing upgrading and new construction is 106. Specifically, two new multi-purpose cinema centers will be built in Hanoi and Ho Chi Minh City, each with a capacity of approximately 1,500 seats. Each complex will have 8-10 screening rooms and may accommodate 3D and 4D cinemas, as well as other comprehensive cultural services, ensuring the capacity to host international and domestic film festivals.
According to the plan, a total of 66 exhibition halls need to be upgraded and newly constructed. Specifically, the plan includes upgrading the existing Vietnam Literature and Arts Exhibition Hall in Hanoi to a scale capable of hosting international exhibitions, with an area of approximately 24,000 m2 of floor space and modern equipment. A new building will also be constructed in Ho Chi Minh City.
The total investment capital for the period 2012-2020 is projected at VND 10,800 billion, of which VND 6,500 billion (60.2%) comes from the state budget, and VND 4,300 billion (39.8%) is from other mobilized sources.
The objective of the Project is to complete the system of cultural facilities to meet the cultural and spiritual needs of the people, especially in remote and disadvantaged areas with difficult economic conditions. It aims to gradually invest in upgrading and constructing new, high-quality, modern cultural facilities of regional significance.
