Strengthening measures to combat tax evasion.
(Baonghean)Thanks to its pioneering role in implementing administrative procedure reforms and applying technology to modernize tax management, the Nghe An Tax Department has been able to increase state budget revenue. This is one of the solutions that enabled the Nghe An Tax Department to make a significant impact on budget revenue during the 2010-2015 term.
At the beginning of each year, the Standing Committee and the Executive Committee of the Party Committee of the Tax Department have set out work programs and inspection programs. Leveraging its role as the political core in leading the implementation of tasks, the Party Committee has led and directed the professional departments to issue the unit's work program; with a focus on combating tax evasion, and subsequently developed implementation plans. Due to the diverse geographical area and uneven understanding of tax laws, creativity, close attention, and effective management in combating tax evasion are required. 2014 marked the 23rd consecutive year that the Nghe An Tax Department exceeded its assigned state budget revenue targets. One of the reasons for this success is the department's leadership in combating tax evasion with many effective projects and initiatives applied to the tax management process.
The Nghe An Tax Department has also actively and proactively advised the General Department of Taxation, the Ministry of Finance, and the Provincial People's Committee on tax management in the province through effective measures and projects to combat tax evasion. When solutions are proposed, from the department's leadership to the heads and deputy heads of departments and staff, everyone actively researches, utilizes their intelligence, and finds solutions to combat tax evasion in many areas such as: restaurant and hotel business, rental business, room rental, tutoring business, private transportation business, basic construction tax for contractors from outside the province, advising the province to decide on the issuance of the minimum price list for calculating registration fees for cars, motorbikes, and boats in the province, and the decision on the minimum price list for natural resources to calculate resource tax in Nghe An...

Also in 2014, the Party Committee of the Nghe An Provincial Tax Department led the professional work of advising the Department's leadership and the Provincial People's Committee on the issuance of many tax management documents in the area, such as issuing the price of rice for calculating agricultural land use tax; adjusting the land price for calculating land use fees for residential households and individuals; approving the granting of mineral exploitation rights; and abolishing fuel consumption costs for transportation business activities. These effective anti-tax evasion projects, recognized and implemented by the General Department of Taxation and the Provincial People's Committee, brought significant additional revenue to the budget.
In 2013, the entire sector had 70 initiatives recognized by the Tax Department, and in 2014, 75 initiatives were recognized by the Tax Department, of which 11 initiatives were proposed for recognition by the General Department of Taxation. For example, at the Hung Nguyen Tax Sub-Department, in 2013, through inspection work, it was found that some businesses in Hung Nguyen were engaging in fraudulent invoice trading. The Sub-Department reviewed, classified, and sought opinions from the Tax Department, then coordinated with tax authorities and other sectors to verify several businesses involved in illegal invoice trading with transactions nationwide. As a result, 5.5 billion VND was recovered for the State, and at the same time, the illegal trading of invoices in the area was partially prevented.
Annually, based on assessments, analyses, and forecasts of factors that may affect state budget revenue in each locality, the leaders of the Tax Department have proposed specific solutions to combat revenue loss and exploit revenue sources, recommending them to the Provincial People's Committee to direct relevant departments and levels to coordinate with the Tax Department in implementation. During the past term, with significant achievements in tax management leadership and promotion of administrative reform, the Nghe An Tax Department has excellently completed its tasks, exceeding the assigned budget revenue target. Mr. Trinh Thanh Hai, Secretary of the Party Committee of the Nghe An Tax Department, stated: “To further promote administrative reform, in the coming time, the department will continue to lead the work of disseminating information and supporting taxpayers in all stages, departments, and fields, ensuring that the Tax Department's motto of action – “transparency, professionalism, integrity, and innovation” – is put into practice.”
Regularly organize "Taxpayer Feedback Weeks," dialogue conferences, and training sessions on new tax policies to promptly address difficulties and obstacles for businesses, contributing to improving the investment environment and enhancing the effectiveness of tax management. Be more proactive in coordinating with news agencies and the press in disseminating tax policies and laws. Build, strengthen, and improve the quality of the tax sector's electronic information system, maintaining and implementing support for taxpayers through various forms. In addition, review anti-tax evasion programs, reassess the implementation process over the past period, and continue to implement new anti-tax evasion programs, striving to excellently complete the budget revenue plan.
