Strengthening the government's public relations work.

(Baonghean.vn) - On the morning of February 14, 2014, the Provincial Steering Committee for the implementation of Directive 18/2000/CT-TTg held a meeting to summarize the government's mass mobilization work in 2013 and set out directions and tasks for 2014. Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, and Head of the Steering Committee - chaired the meeting.

In 2013, the implementation of government-led mass mobilization work was generally well-received and led by Party committees, the government, the Fatherland Front, and other organizations, and received positive responses from officials, civil servants, and the people. In particular, administrative reform was widely implemented and highly effective. The province's integrated one-stop service center effectively fulfilled its function as the focal point for handling administrative procedures related to investors. The province had 20 districts, cities, and towns with 457 out of 480 communes, wards, and townships; 22 departments and the Provincial People's Committee Office implemented the one-stop mechanism; and several units implemented the "integrated one-stop" mechanism with high efficiency, contributing to the acceleration of administrative reform.

Furthermore, thanks to effective implementation of grassroots democracy regulations, propaganda, and mobilization efforts, localities have been able to harness the internal resources of the people to build infrastructure, consolidate land plots combined with field improvement, improve rural transportation, build large-scale model fields, implement production development models, increase people's income, and contribute to the shift in the rural labor structure. To date, the people in the province have donated over 3.8 million square meters of land, contributed more than 2.5 million working days, and the total capital mobilized and integrated into the program over the past three years has reached more than 13,964 billion VND for new rural development. In 2013, 20 out of 21 districts, cities, and towns established 40 exemplary models of grassroots democracy regulations, many of which achieved high efficiency.

The work of receiving citizens and resolving complaints and denunciations has been carried out seriously and in accordance with regulations by the People's Committees at all levels and sectors. Therefore, the quality has improved, the number of complaints submitted to higher levels has been reduced, and both the number of citizens and the number of petitions, complaints, and denunciations submitted to higher levels have decreased. Specifically: state administrative agencies at all levels received 5,459 citizens (a decrease of 6.7% compared to the same period), received 6,216 petitions (a decrease of 6.2% compared to the same period), and resolved 97.2% of them.

Concluding the meeting, Comrade Le Xuan Dai acknowledged the achievements of the government's mass mobilization work, which significantly contributed to the completion of the province's socio-economic targets in 2013. Regarding the tasks for 2014, he requested that agencies and units focus on thoroughly understanding and developing action programs to implement Resolution 25/NQ-TW (11th Congress) "On strengthening and renewing the Party's leadership over mass mobilization work in the new situation." At the same time, he urged continued efforts to promote the dissemination and study of Directive 18/2000/CT-TTg and the article "Mass Mobilization" by President Ho Chi Minh on the occasion of October 15th, thereby creating a shift in the awareness of cadres, civil servants, and workers regarding mass mobilization work. He also emphasized the importance of effectively implementing democratic regulations in state administrative agencies and promoting the "Skilled Mass Mobilization" emulation movement in conjunction with "Studying and following the moral example of Ho Chi Minh."
