Livestock farming in Nghe An is mainly small-scale farming (accounting for over 85%), so vaccination for livestock has encountered many difficulties. However, in recent times, with the efforts and determination of authorities at all levels and related sectors, this field has achieved positive results.

Compliance with vaccination is also a mandatory regulation of the State for each individual and organization raising livestock and poultry. Acts of non-compliance with vaccination regulations, causing dangerous epidemics in livestock and poultry, must be held responsible according to the Veterinary Law. Article 7, Decree 90/2017/ND-CP dated July 31, 2017 and Article 2, Decree No. 04/2020/ND-CP dated January 3, 2020 of the Government, clearly stipulate: Warning or fine from 200,000 VND to 300,000 VND for acts of not implementing disease prevention by vaccination, or other mandatory disease prevention measures for animals. Fine from 1,000,000 VND to 2,000,000 VND for acts of not vaccinating animals against rabies that are required to be vaccinated.

Therefore, it is necessary to raise awareness of responsibility for implementing vaccination work for livestock and poultry; Actively monitor the vaccination schedule of villages and hamlets to support the capture of livestock and poultry for vaccination to ensure that livestock and poultry are vaccinated correctly and fully according to regulations.
Since the beginning of 2021, there have been a number of outbreaks of foot-and-mouth disease, avian influenza, and lumpy skin disease in the province, causing damage to the livestock industry. The main reason is that livestock have not been vaccinated against the disease. Implementing the direction of the Provincial People's Committee on focusing on vaccination for livestock and poultry in 2021. Department of Agriculture and Rural Development,Department of Veterinary Medicine and Livestockand localities are focusing on vaccination for the 2021 autumn crop. Accordingly, the vaccination time according to the general plan of the province is from September 15 to October 15, 2021. In addition to the main vaccination period, additional vaccination will be organized for livestock and poultry that have not been vaccinated, are newly raised or have expired immunity.

In the context of the complicated developments of the Covid-19 epidemic as it is now, the work of preventing and controlling the epidemic is very important and urgent, however, the epidemic may continue to last in many localities; in order to achieve the dual goal of both preventing and controlling the Covid-19 epidemic and preventing animal diseases, the Provincial People's Committee promptly issued Official Dispatch No. 6432/UBND-NN dated September 1, 2021 on the implementation of animal disease prevention and control in the context of the Covid-19 epidemic, in which the work of organizing vaccination for livestock is very important.
Currently, the Department of Animal Health and Livestock has fully prepared vaccines for vaccination; the Department has also issued a document on focusing on directing vaccination work, requiring districts, cities and towns to register vaccines for vaccination with the Department before August 20, 2021. However, up to now, the number of vaccine registrations of districts, cities and towns is very low. Therefore, localities need to take more drastic measures; proactively take solutions to implement vaccination with high results; for localities receiving vaccine support from the State, if the number of supported vaccines is not enough, the People's Committee of the district, town or city needs to proactively arrange funds or direct livestock farmers to buy more vaccines to vaccinate to achieve the protection rate.

“Vaccination of livestock and poultry on a regular basis, meeting technical requirements will be effective in preventing epidemics. This is the best measure to protect livestock for sustainable development. Therefore, organizations and individuals raising livestock and poultry need to strictly implement epidemic prevention work, proactively vaccinate, and choose the right type of vaccine recommended by the Provincial Department of Animal Husbandry and Veterinary Medicine. Organizations and individuals who do not comply with mandatory vaccination against diseases as prescribed in Circular No. 07/2016/TT-BNNPTNT, when an epidemic occurs, will be forced to destroy them and will not be entitled to the State's support policies as prescribed in Decree No. 02/2017/NDCP of the Government and Decision No. 48/2017/QD-UBND dated June 5, 2017 of the Provincial People's Committee on policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics in Nghe An province. An; and at the same time, he was administratively sanctioned for violations in the field of veterinary medicine according to current regulations of the State".
