Livestock farming in Nghe An is mainly carried out by small-scale households (accounting for over 85%), so vaccinating livestock faces many difficulties. However, in recent times, with the efforts and determination of the government at all levels and relevant sectors, positive results have been achieved in this field.
Mr. Nguyen Viet Luong, Head of the Disease Management Department of the Nghe An Provincial Department of Animal Husbandry and Veterinary Medicine, stated: “Vaccines are biological preparations with antigenic properties, introduced into the body to stimulate the body to actively produce specific antibodies against disease-causing agents, especially some dangerous infectious diseases caused by viruses for which vaccines are the only preventative measure and there is no specific treatment. Using vaccines to create active immunity is safe, effective, and inexpensive compared to waiting for disease outbreaks to occur, which requires lengthy treatment and causes significant losses for livestock farmers.”

Therefore, it is necessary to raise awareness of responsibility in complying with the vaccination program for livestock and poultry; proactively monitor the vaccination schedule of villages and hamlets to assist in catching livestock and poultry for vaccination, ensuring that livestock and poultry are vaccinated correctly and completely according to regulations.”
From the beginning of 2021 to the present, several outbreaks of foot-and-mouth disease, avian influenza, lumpy skin disease, etc., have occurred in the province, causing damage to the livestock industry. The main cause is that livestock have not been vaccinated against these diseases. Following the direction of the Provincial People's Committee on focusing on vaccination of livestock and poultry in 2021, the Department of Agriculture and Rural Development,Sub-Department of Veterinary and LivestockLocal authorities are focusing on the 2021 autumn vaccination campaign. Accordingly, the province's general vaccination plan is scheduled from September 15th to October 15th, 2021. In addition to the main vaccination campaign, supplementary vaccinations will be organized for livestock and poultry that have not been vaccinated, newly raised animals, or those whose immunity has expired.

Currently, the Department of Veterinary and Livestock has fully prepared all types of vaccines for vaccination; the Department has also issued a document on focusing on directing vaccination work, which requires districts, cities, and towns to register vaccines for vaccination with the Department before August 20, 2021. However, to date, the number of vaccine registrations from districts, cities, and towns is very low. Therefore, localities need to be more proactive; proactively implement solutions to achieve high vaccination results; for localities receiving state support for vaccines, if the quantity of supported vaccines is insufficient, the People's Committees of districts, towns, and cities need to proactively allocate funds or direct livestock farmers to purchase additional vaccines to achieve the required protection rate.

“Vaccination of livestock and poultry on a regular basis and meeting technical requirements will effectively prevent disease outbreaks. This is the best measure to protect livestock and ensure sustainable development. Therefore, organizations and individuals raising livestock and poultry need to strictly implement disease prevention measures, proactively vaccinate, and choose the correct vaccine types recommended by the Provincial Department of Livestock and Veterinary Medicine. Organizations and individuals who do not comply with mandatory vaccination regulations as stipulated in Circular No. 07/2016/TT-BNNPTNT, and whose animals are to be destroyed when an outbreak occurs, will not be eligible for state support policies as stipulated in Government Decree No. 02/2017/NDCP and Decision No. 48/2017/QD-UBND dated June 5, 2017, of the People's Committee of Nghe An province, which regulates policies to support agricultural production to restore production in areas damaged by natural disasters and diseases in Nghe An province; "The period during which administrative penalties were imposed for violations in the field of Veterinary Medicine according to current State regulations."
