Step up crackdown on theft crimes.
(Baonghean) - Currently, theft and robbery are on the rise. To combat this type of crime, the provincial police force has proactively launched intensive campaigns to crack down on it, bringing peace and security to the people.
Fierce struggle
At 6:20 PM on October 15th, Ms. Nguyen Thi T. (21 years old), residing in Hamlet 9, Long Son Commune, Anh Son District, was standing by National Highway 7A waiting for a bus to Hanoi. Suddenly, two unknown young men on a motorbike snatched her phone and sped away. Ms. T. reported the incident to the police. After receiving the report, the Criminal Police force of Anh Son District Police, in coordination with the 212 Armed Traffic Patrol Team, set up roadblocks and used professional methods to investigate. After more than two hours of investigation, at 9 PM the same day, the police identified the two suspects involved in the robbery as: Nguyen Van Truong (born in 1990), residing in Hamlet 4, Nghia Hanh Commune, Tan Ky District, and Nguyen Quoc Trung (born in 1994), residing in Hamlet 9, Long Son Commune, Anh Son District. During the initial interrogation, Truong confessed to having two previous convictions for theft and robbery, having been released from prison just three months prior. Trung, on the other hand, had one previous conviction for theft.

Previously, on October 13th, the Hoang Mai Town Police investigated and identified a group of five individuals involved in property theft in the area: Le Thac Linh (born in 1992) and Ho Dang Tung (born in 1990), both residing in Hamlet 21, Quynh Vinh Commune, Hoang Mai Town; Le Quang Duc (born in 1990) and Bui Xuan Binh (born in 1998), both residing in Cau Giat Town, Quynh Luu District; and one fugitive, Dau Anh Tuan (born in 1990), residing in Block 11, Cau Giat Town, Quynh Luu District. The investigation revealed that this group consisted of individuals who were lazy, fond of drinking, gambling, and drug addiction; Linh, in particular, had a prior conviction for theft and had recently been released from prison. During questioning at the investigative agency, the suspects confessed that from July to early October they had successfully carried out 11 motorcycle thefts in the districts of Quỳnh Lưu, Diễn Châu, Quỳ Hợp, Nghĩa Đàn, and Hoàng Mai town; after stealing the motorcycles, they sold them in southern provinces to get money for personal expenses…
Colonel Nguyen Manh Hung, Head of Anh Son District Police, stated: In the first 10 months of 2014, Anh Son district recorded 21 cases of property theft and 6 cases of robbery, an increase of 16 cases compared to the same period in 2013. To improve the effectiveness of combating this type of crime, the District Police developed Plan No. 131/KH-CAH dated September 30, 2014, to launch a high-intensity campaign to attack and suppress property theft and robbery in Anh Son district, and Plan No. 520/KH-CAH-XDPT dated October 5, 2014, directing police forces in communes and towns to launch a high-intensity campaign to attack and suppress property theft and robbery in their areas. Within the first 10 days of the operation, the district police investigated and arrested 3 cases involving 5 suspects related to theft and robbery that occurred in the Tuong Son, Thanh Son, and Long Son areas.
Given the increasing trend of theft and robbery crimes across the province, with increasingly sophisticated methods, Colonel Nguyen Viet Hoa, Head of the Criminal Investigation Department for Social Order, Provincial Police, stated: The department has implemented comprehensive and decisive operational measures; effectively managed suspects, routes, and areas, especially those from other localities who commit theft; and improved the rate of investigation and resolution of theft cases. Initially, the unit will coordinate with police units and localities to develop a plan for a decisive crackdown, dismantling theft gangs whose members are under surveillance; and establishing special cases to thoroughly investigate and crack down on theft and robbery crimes.
Proactive prevention
According to forecasts, in the coming period, especially before, during, and after the Lunar New Year of the Goat 2015, the situation of theft and robbery will continue to be complex with more sophisticated and audacious methods and tactics; organized and professional criminal gangs will emerge, and new crimes will use high technology to commit theft; causing significant property damage. Therefore, the task of preventing and combating this type of crime is extremely challenging and urgent. Police units and localities need to proactively advise Party committees and authorities to continue implementing Directive No. 48/CT/TƯ dated October 22, 2010, of the Politburo on the national target program for crime prevention and drug control; and the programs and action plans of the Provincial Police on strengthening the prevention, combat, and handling of property theft crimes in the area.
The relevant units are focusing on reviewing and compiling lists of gangs and groups involved in property theft, harboring, and selling stolen property; effectively implementing management and prevention measures against key targets; improving the rate of investigation and discovery of property theft cases; and regularly organizing patrols and controls, especially at night in complex areas, to prevent crime. On the other hand, local Party committees and authorities also need to implement comprehensive prevention solutions, launch a widespread and vigorous "All People Protect National Security" movement, promote awareness of criminal methods and tactics, raise self-protection and self-protection awareness among the public, and encourage active participation in detecting and reporting crimes. This will contribute to the effective implementation of crime suppression campaigns, curbing and reducing crime, and maintaining security and order in the area.

| In the first 10 months of 2014, the province recorded 737 cases of property theft (an increase of 14 cases, or 1.9%, compared to the same period in 2013), with total losses estimated at approximately 15.2 billion VND; and 90 cases of robbery (an increase of 14 cases, or 23%, compared to the same period in 2013), with property losses estimated at approximately 750 million VND. The situation was particularly concerning with robberies in Vinh City and surrounding districts; theft of motorcycles, cattle; and theft of property from offices and homes, causing public outrage. In response to this situation, the Provincial People's Committee issued Official Dispatch No. 30/CD-UBND dated October 14, 2011, on strengthening the fight against and prevention of property theft and robbery in the province. |
