Promoting publicity and transparency in trial activities

On the morning of January 15, the Provincial People's Court held a conference to deploy the work of the two-level People's Court in 2022. Attending were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Ton Thien Phuong - Member of the Provincial Party Committee, Chief Prosecutor of the Provincial People's Procuracy; representatives of the leaders of the Provincial Fatherland Front Committee, the Provincial Party Committee, the Provincial Agencies Bloc Party Committee and departments, branches, agencies and units in the bloc.Internal affairs.

Improve public ethics and professional ethics

After listening to the report on the results of work in 2021 and the discussion opinions at the conference, Comrade Nguyen Nam Dinh acknowledged and highly appreciated the results that the People's Courts at 2 levels had achieved in 2021. He also expressed his agreement with the report on the results of work, which pointed out 4 shortcomings, limitations and causes to overcome in 2022.

Regarding the implementation of tasks in 2022, the Standing Vice Chairman of the Provincial People's Council requested the People's Courts at two levels to pay more attention to continuing to implement the resolutions of the National Assembly and the Supreme Court for early and effective implementation. Timely update new regulations to proactively perform professional tasks well. Continue to pay attention to promoting administrative reform, especially digital transformation, updating advances in information technology to serve the work.

In addition, the People's Courts at two levels also need to promote publicity and transparency in trial activities; continue to improve the effectiveness of coordination between the Court and the agencies and units of the Internal Affairs sector, professional social organizations related to the Court sector and the Standing Committees of districts, cities and towns. Continue to pay attention to the work of Party building, building cultural units, building a team of cadres that are increasingly perfect in all aspects, improving public service ethics and professional ethics.

Key tasks in 2022

At the conference, after pointing out the existing limitations, causes and proposing specific solutions, the conference agreed to set out key tasks to be carried out in 2022. Including the main contents such as: Seriously implementing and resolutely successfully implementing the policies, goals and tasks identified in the Resolution of the 13th National Congress of the Party and the Resolutions of the Party and the National Assembly on judicial work and judicial reform, policies and regulations of the Supreme People's Court on the work of building People's Courts and professional work.

Synchronously implement solutions to speed up progress and improve the quality of handling and adjudicating all types of cases, strive to achieve and exceed the targets and requirements in the Resolution of the National Assembly as well as the Resolutions, Directives, and Plans of the Party Executive Committee, Chief Justice of the Supreme People's Court, and the Party Executive Committee of the Provincial People's Court on leadership, direction, organization, and implementation of key tasks of the Court's work.

Do a good job of mediation in resolving cases and lawsuits and strengthen dialogue; ensure strict, objective, fair and lawful trials, avoid injustice, mistakes and criminals going unpunished; do a good job of enforcing criminal sentences.

Strengthen the inspection and examination of public service activities; inspect, adjudicate, resolve cases, and enforce criminal judgments. Implement the Code of Ethics for People's Court officials and civil servants; strengthen education and training of officials. Strictly handle groups and individuals with violations, along with handling the responsibilities of leaders.

Based on the approved list of job positions, determine job positions in the two-level People's Court to ensure fairness, publicity and transparency in order to motivate the work of cadres and civil servants in the People's Court.

Effectively deploy the application of information technology in the policy of building electronic courts.

Do a good job in Party building; comply with and seriously implement Directive 26-CT/TW dated November 9, 2018 of the Politburo on strengthening the Party's leadership over law enforcement agencies in investigating and handling cases and incidents.

To successfully complete the key tasks of work in 2022, the leaders of the Provincial People's Court require civil servants and employees of the People's Courts at two levels to uphold their sense of responsibility; actively practice political and professional qualities, moral qualities, lifestyle, constantly study and strive to successfully complete tasks in each of their working positions.

On this occasion, the Provincial People's Committee awarded the Emulation Flag to the Provincial People's Court; the Supreme People's Court awarded the Emulation Flag to the Quy Hop and Ky Son Courts for their excellent performance in 2021. The Supreme People's Court also awarded the title of Excellent Labor Collective to the People's Courts at two levels in Nghe An province.

In 2021, the People's Courts at two levels accepted 11,380 cases of all types and resolved 10,848, reaching a general rate of 95.3%. Of which, cases under the Law on Civil Procedure resolved 9,508/10,040 cases, a rate of 95% (compared to 2020, the number of accepted cases decreased by 1,177 cases; resolved 1,251 cases; applied administrative measures: 1,349/1,349 cases, a rate of 100%). On average, each Judge accepted 7.8 cases and resolved 7.1 cases/month.

The rate of judgments and decisions annulled or amended due to subjective reasons decreased compared to previous years: 10 cases/9,508 cases, rate 0.1%, meeting the requirements set forth by the National Assembly and the Court.
