Speed up the progress of handover and return of rural power grid
(Baonghean.vn) - Voters reported that the handover and return of the rural low-voltage power grid is slow, the payment of people's contributions has not been completed, and in some areas people are having to pay for household electricity at the same price as business electricity. The province is requested to direct the Electricity sector to pay attention to the progress of receiving and handing over the power grid and returning investment money to the people.
Regarding this issue, the relevant authorities responded as follows:
- On the progress of handing over rural power grid.
Delivery work: Up to now, 421/423 communes have handed over the rural low-voltage grid to Nghe An Electricity Company for direct management and electricity sale.

Currently, there are 2 communes: Quynh Ba commune, Quynh Luu district; Nghi Lien commune, Vinh city that have agreed to hand over to Nghe An electricity, and have signed an agreement on the handover volume with the electricity industry. However, the 2 communes require a refund before officially handing over. There are 2 private enterprises: Mekong Cooperative selling electricity to 150 households in Quynh Thien ward, Quy Vinh Cooperative selling electricity to 80 households in Quynh Vinh commune, Hoang Mai town, Hanh Lam tea enterprise, Ngoc Lam in Thanh Chuong district do not agree to hand over.
Regarding the Hanh Lam tea factory, Ngoc Lam (Thanh Chuong), there have been many meetings between the Electricity industry and the tea factory, but there has not been an agreement from the property owner.
- Return of investment money to people is still slow.
Most of the rural low voltage grids were handed over since the Joint Circular No. 06/2010/TTLT-BCT-BTC dated February 3, 2010 of the Ministry of Industry and Trade - Ministry of Finance on guidelines for handover and return of investment capital for rural low voltage grids. The handover of the grid during this period was carried out voluntarily and the principle of handover agreed between the two parties was mainly to increase capital for the electricity sector (no return of capital).

After the Joint Circular No. 32/2013/TTLT-BCT-BTC dated December 4, 2013 of the Ministry of Industry and Trade - Ministry of Finance, at the time of handover, the property owners did not have the required documents and papers proving the capital structure as a basis for the refund. However, the two parties (Cooperative and Nghe An Electricity Company) still made a record to determine the capital structure according to the declaration of the property owner to determine the remaining value of the property, implement the receipt of the property, and sell electricity to households. The handover and the receiving party are continuing to complete the documents for the HANT Power Grid Asset Valuation Council to appraise and submit to the Provincial People's Committee for approval.
However, up to now, the units handing over the power grid have not completed the procedures and documents to submit to the Provincial People's Committee for approval of the remaining asset value so that Nghe An Power Company has a basis to submit to the Northern Power Corporation to refund the investment money to the people.
About solutions to speed up progress
The Provincial People's Committee directs the Department of Finance to issue guidelines on establishing records, determining capital structure, and assessing the remaining value of assets in cases where records are no longer available or insufficient as prescribed for localities and units to implement;

The district-level rural low-voltage grid asset valuation council shall promptly assess the remaining value of the transferred assets and submit it to the Department of Finance for consultation with the Provincial People's Committee for approval as a basis for capital repayment;
Nghe An Electricity Company completed the documents to submit to the Northern Electricity Corporation to request capital to refund the investment money to the people.
