Speeding up the progress of approving investment policies and selecting contractors for the Quynh Lap LNG Thermal Power Plant Project

The Provincial People's Committee has just issued a document directing relevant departments and branches to coordinate to speed up the progress of investment approval procedures and select investors to implement the Quynh Lap LNG Thermal Power Plant Project.

On October 28, the People's Committee of Nghe An province issued Document No. 9444/UBND-CN assigning the following departments: Planning and Investment; Industry and Trade; Natural Resources and Environment; Transport; Finance; Southeast Economic Zone Management Board; Hoang Mai Town People's Committee to promptly implement Resolution No. 74/NQ-HDND dated October 18, 2024 of the Provincial People's Council on approving the list of land plots for bidding to select investors to implement investment projects using land in the area.

The Provincial People's Committee also assigned the Department of Planning and Investment to preside over and coordinate with relevant departments and branches, based on Resolution No. 74 as well as directive documents of the Central Government and the province for the Quynh Lap LNG Thermal Power Plant Project to carry out procedures for approving investment policies and selecting investors to implement the project in a timely manner, in accordance with procedures and regulations.

Previously, on October 18, 2024, at the 23rd Session, the 18th Nghe An Provincial People's Council issued Resolution No. 74 approving the list of land plots for bidding to select investors to implement investment projects using land in the province.

The Quynh Lap NLG Thermal Power Plant project is expected to have a total investment of about 2.15 billion USD, including a thermal power plant with a capacity of 1,500 MW (including 2 units, each unit of 750 MW); LNG warehouse and recycling system; LNG port for ships with a capacity of 100,000 - 150,000 DWT and synchronous technical infrastructure.

Accordingly, the list of land plots to be bid for selecting investors to implement the Quynh Lap LNG Power Plant project in the villages of Dong Minh and Dong Thanh, Quynh Lap commune, Hoang Mai town, with a total land and water surface area of ​​about 210 hectares, of which the land use area for the factory is about 60 hectares, the water surface use area is about 150 hectares.

According to Resolution No. 74, the plan and progress of implementation, procedures for approving the investment policy of this project must be completed in the first and second quarters of 2025. The organization of bidding to select investors shall be carried out according to the Progress Tracking Table of investor selection activities of the project after approval.

The Quynh Lap LNG Thermal Power Plant Project in Hoang Mai Town is one of the important and priority power source projects in the list attached to Decision No. 500/QD-TTg dated May 15, 2023 of the Prime Minister on approving the National Power Development Plan for the period 2021 - 2030, with a vision to 2050. The project is expected to be put into commercial operation before 2030.

This is one of the key projects that Nghe An is determined to implement. If implemented early and put into operation, it will contribute to promoting the development of multi-industry in Dong Hoi area (Hoang Mai town), becoming an important growth pole for the economy and society of the province.
