Engineer Cao Xuan Vinh - Project Manager, Tan Nam Construction Joint Stock Company said: As the unit undertaking a large volume of contracts, after winning the bid, the contractor focused on human resources and machinery to speed up the construction progress.

However, recently, due to the impact of heavy rain, the project's construction progress has been greatly affected, especially the construction of the K95 embankment which depends on the weather at the mine and construction area.

To ensure progress, the Company has mobilized more than 30 machines, equipment, 6 transport vehicles; nearly 50 workers at the construction site working through the afternoon and evening, adding 2 shifts day and night to compensate for the construction stoppage due to the recent weather. Up to now, the unit has completed about 15% of the volume of the items.

The Vinh - Cua Lo road project phase 2 was approved by the People's Committee of Nghe An province in Decision No. 4686/QD-UBND dated December 2, 2021. The project is invested by the Nghe An Department of Transport. The project passes through 3 localities, including Vinh city, Nghi Loc district and Cua Lo town.

Phase 2 of the project has a total investment of 1,415 billion VND (of which: construction and installation 1,210 billion VND; site clearance cost 2.76 billion VND; contingency and other costs 202.24 billion VND).

Overcome difficulties, speed up progress

To ensure construction progress, contractors arranged equipment to deploy 8 roadbed construction sites (Tan Nam Construction Joint Stock Company: 6 sites; Hoa Hiep Company Limited: 1 site; Tan Hung Company Limited: 1 site) and 9 structural casting sites (Tan Nam Construction Joint Stock Company: 4 sites; Hoa Hiep Company Limited: 2 sites; Tan Hung Company Limited: 3 sites).

According to engineer Vu Van An - Chief Consultant, Transport Consulting Joint Stock Company, it was rainy and windy at the time the project started, which greatly affected the contractor's construction progress on the network on the route.

The supervision consultant is regularly present at the site, requiring the contractor to ensure the quality of the technical stages. This is an important traffic project, so the requirement for the contractor is to synchronously carry out the construction items according to each committed stage.

During the supervision process, the consulting office issued a document to direct contractors to work synchronously and ensure the quality of roadbed construction, and at the same time, recommended adding drainage items on the route.

Besides the impact of the weather, the project construction encountered difficulties and problems, and 3 households in the section passing through Vinh city have not yet handed over the site.

Regarding this issue, on November 24, 2022, the Department of Transport also issued Document No. 3834/SGTVT-QLDA to Vinh City People's Committee requesting to remove obstacles and hand over the site for the project before November 30, 2022. Vinh City People's Committee also issued Document No. 6487/UBND-TNMT dated December 1, 2022, assigning the Land Fund Development Center and Nghi Duc Commune People's Committee to work with people, propagate and mobilize without hindrance during the project implementation process.

Clearly identifying this as a project with an important role in creating momentum for economic development, a key space connecting the administrative center of Vinh city and the coastal tourist town of Cua Lo, the leaders of the Department of Transport have directed the Traffic Construction Project Management Board, the supervising consultant unit and contractors to regularly monitor the construction site so that the project can both ensure traffic safety during construction and ensure progress and quality according to plan.

Every week and every month, the Department of Transport holds meetings to review and evaluate specifically according to the planned progress...

"If this week's progress is not guaranteed, the Department of Transport will direct contractors to compensate for the progress next week according to the plan. During the construction process, if there are any problems, the Traffic Construction Management Board and the consulting and supervision unit will promptly resolve them for contractors to speed up the progress and ensure the project's disbursement schedule" - engineer Nguyen Van Hung shared.
