Expedite land clearance for the construction of the North-South railway overpass.

(Baonghean.vn) - On the morning of March 14, 2014, the Vinh City People's Committee held a working session between the City's Land Compensation and Resettlement Council, the investor, and relevant parties to expedite the land clearance process for the construction of the railway overpass at the intersection of National Highway 46.

The construction project at kilometer marker 321 + 333 has a total length of 712m. It is an urgent project for the province and the transportation sector. The project's implementation schedule is 18 months, with technical opening expected by September 2nd and handover for operation by February 31st, 2015.

To meet the project's tight construction schedule and ensure continuous and safe construction, the Compensation and Land Clearance Council, in coordination with the investor and property owners, prioritizes resolving obstacles in land clearance. Currently, there are still obstacles on the construction site requiring relocation, such as high-voltage and medium-voltage power lines, water pipes, and land belonging to the Vinh Nam Cooperative. At the meeting, the investor, construction units, and affected parties agreed on the handover schedule and implementation plan, in a phased manner, to be completed no later than May 30th. The affected parties also agreed on the relocation sites for public facilities and promptly handed over construction solutions to the City's Compensation and Land Clearance Council for quick implementation of the relocation plan.

To meet project deadlines and expedite site availability, the investor proposes a disbursement method where, after surveying and pricing, while awaiting approval, the investor mobilizes funds to provide advance payments to the construction unit for relocating structures in critical areas through the City's Land Clearance Council. The City's Land Clearance Council will assign dedicated personnel to the project, ensuring their timely presence to resolve any issues.
