Thanh Yen commune has over 160 hectares of rice paddies, 90% of which are covered by earthen canals. Therefore, the local government and residents have determined that dredging and clearing these canals is crucial for a successful harvest. On October 10th, the commune mobilized all residents to participate in irrigation work, focusing on dredging seven main canal routes: N1, N2, and those in Yen Phu and Yen Hong hamlets. The work was carried out systematically, ensuring each section met the required standards before moving on to other canal routes. This campaign mobilized over 5,000 laborers and dredged over 5,000 cubic meters of mud and silt. The commune also allocated over 100 million VND from its budget to hire excavators to dredge canals with significant sediment buildup. Over 90% of the work has now been completed.
In addition, Thanh Chuong Irrigation Enterprise, the main unit supplying irrigation water to over 7,000 hectares of rice fields in the entire district, is actively coordinating with local people to participate in irrigation work. Mr. Nguyen Duc Hung - Director of the company shared: The company has mobilized its workforce, in coordination with the people, to organize over 10,000 man-days of work, dredging over 8,000 cubic meters of mud and soil, and clearing over 9,000 square meters of land (mainly on the irrigation canal system, pumping stations, and reservoirs). Besides that, the company also repaired concrete canals worth over 2 billion VND. This includes repairing the N18 concrete canal on the Ro River, the main canal at Tram Rao Gang, the Cua Ong reservoir canal, and the Lai Lo reservoir canal.
To ensure the effectiveness of the irrigation campaign, Thanh Chuong district directed communes to review irrigation works, thereby developing plans and assigning specific tasks to each hamlet. Throughout Thanh Chuong district, from October 16th to the present, over 16,000 laborers have been mobilized, dredging over 250,000 cubic meters of mud and soil from most main canals and field canals. The district plans to complete the irrigation campaign in about 15 more days.
In Dien Chau, the entire population is mobilizing to build irrigation and internal field roads with great urgency... In Dien Hoa commune, the Party committee and local government have determined that to improve the efficiency of land use, it is necessary to urgently invest in completing the irrigation and internal field road systems. Mr. Nguyen Xuan Giap - Chairman of the People's Committee of Dien Hoa commune said: "The commune has mobilized over 1000 man-days of labor, focusing on dredging and clearing 7 main canals, and reinforcing over 3 km of canals. In particular, we have basically completed the internal field road system, 9.3 km long, using earth embankment with a volume of 35,000 m3 of soil, with a main road width of 5 meters."
It is known that, thanks to clear direction, Dien Chau has been able to leverage the internal strength of its people, mobilizing nearly 20,000 laborers to basically dredge most of the main canals and field canals, removing over 600,000 cubic meters of mud and soil. In 2013, Dien Chau basically completed the field road system, mainly building earth embankments for about 200 km, of which over 30 km were concreted. In 2014, the district directed the completion of field roads in the remaining three communes of Dien Hoa, Dien Thanh, and Dien Phuc, totaling about 30 km. According to Mr. Cao Van Thai - Deputy Head of the Agriculture Department of Dien Chau district, the movement to build irrigation and field roads this year was quite favorable due to the less rainy weather and the people's awareness of the importance of field irrigation, so when mobilized, everyone participated enthusiastically and responsibly. In particular, some communes such as Dien Lien and Dien Hong have mobilized the people's resources, raising 3-4 billion VND per commune, to reinforce irrigation canals and concrete rural roads.
The movement to improve irrigation and rural transportation infrastructure is currently thriving throughout the province. From October 16th to the present, the entire province has mobilized 955,376 man-days of labor, dredged 966,549 cubic meters of mud from canals and ditches; excavated and built embankments and field boundaries with over 4.9 million cubic meters of soil; cleared and opened 1.9 million square meters of land; and reinforced nearly 40 kilometers of canals and ditches. Mr. Nguyen Van Hoa, Head of the Provincial Irrigation Department, stated: “The current challenge is that in the midland and highland districts, due to uneven land, terraced fields, and the lack of a comprehensively developed canal and ditch system, many localities mainly have earthen canals or canals that have been reinforced but are now in disrepair...”
Poor management and operation of irrigation works in some localities is also a significant cause of the degradation of existing irrigation works, reducing their effectiveness in serving production. In addition, the construction of other projects in some localities has significantly affected the operation of irrigation works, reducing the irrigated area while increasing the demand for drainage. To ensure that irrigation works operate effectively according to their design capacity and to avoid adjustments and additions that disrupt the original plan, localities need to review their plans and adjust and repair the works to suit the production and livestock planning in each region.
