Speed up the progress of technical design documents for forest protection
(Baonghean.vn) -On the morning of March 16, under the chairmanship of Mr. Hoang Viet Duong - Vice Chairman of the Provincial People's Committee, Chairman of the Council of the Forest Protection and Development Fund, the Provincial People's Committee held a working session on a number of contents related to the activities of the Nghe An Forest Protection and Development Fund.
Nghe An Forest Protection and Development Fund mainly mobilizes revenue from entrusted payments for forest environmental services from hydropower production facilities; clean water production and supply facilities for operations. After 3 years of operation, the unit has achieved remarkable results, especially in implementing the policy of payment for forest environmental services (DVMTR). Thereby, not only raising the sense of responsibility of forest owners, increasing the number of households participating in forest protection but also promoting the socialization of forestry, actively contributing to poverty reduction and social security, especially in remote areas of the province.
Thanks to effective measures, the total accumulated revenue has reached over 169 billion VND, the total accumulated expenditure has reached over 56.5 billion VND. The unit has completed the signing of entrustment contracts with 14 facilities using forest services that have come into operation in the whole province. At the same time, the review of basin boundaries, forest status has been completed and approved by the Provincial People's Committee in the basins of Hua Na, Sao Va, Ban Coc, Nam Mo, Ban Canh and Khe Bo hydropower plants.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Viet Duong acknowledged and highly appreciated the results achieved by the Fund in the past time. At the same time, he noted that in the coming time, the unit must urge and accelerate the preparation of technical design documents for forest protection to serve the payment of forest environmental services, complete the acceptance work at the management level in 2014 to proceed with the payment of forest environmental services to forest owners in hydropower basins...
The Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development and the Department of Finance to continue to direct forest owners who are organizations and forest rangers to focus on promoting the development and submission of technical design documents for forest protection to serve the payment for forest environmental services; direct affiliated units to prioritize the appraisal of basin review documents and forest protection design documents in a timely manner, and soon approve the results of the 2014 management level acceptance according to their authority; pay attention to guiding the financial settlement of sources of expenditure for management and payment for forest environmental services in 2012 and 2013; propagate and disseminate the policy on payment for forest environmental services in many forms to raise awareness of people participating in forest management and protection./.
