Expedite the construction progress of the road project connecting National Highway 1A to Nghia Dan and Thai Hoa.
(Baonghean.vn) - On the afternoon of March 12th, under the chairmanship of Mr. Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee held a meeting with relevant departments regarding the road project connecting National Highway 1A in Nghia Dan district and Thai Hoa town, and the branch road connecting to Trung-Binh Lam road (Nghia Dan). Attending the meeting were Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, representatives from provincial departments and agencies, and localities through which the project passes.

The road project connecting National Highway 1A - Nghia Dan District - Thai Hoa Town has a total length of 29km, passing through Hoang Mai Town (9km), Quynh Luu District (9km), Nghia Dan District (9.5km) and Thai Hoa Town (1.5km). The starting point is at Km0, intersecting with National Highway 1A at Km 385+82. The end point is at Km 28+990, connecting with National Highway 48 at Km 30+609. The project is being constructed by General Corporation 36 - Ministry of National Defense and Hoa Hiep Company. The project has a total investment of 855 billion VND, with 411 billion VND already allocated (including 287 billion VND for construction and 133 billion VND for land clearance and other costs), reaching 48% of the total investment.
To date, the project has handed over 27.5km/29km of land, reaching 98%; 29/29km of the roadbed has been completed, and 3/7 bridges have been completed, with girders launched on 2 bridges; 1 bridge has had 4/16 bored piles constructed (Hoang Mai Bridge Km0+400); 1 bridge has had its substructure completed and 11/18 girders cast (railway overpass Mm1+660). Currently, there are still 1.5km of land clearance issues. This includes 0.3km through Hoang Mai town, 1km through Quynh Luu district, and 0.2km through Thai Hoa town. Furthermore, due to limited allocated capital, the investor has only been able to carry out construction intermittently, falling behind schedule. The project was implemented from July 2010 to September 2012, and the contract was extended until September 30, 2015, for completion.

The project to repair and upgrade the branch roads connecting the Trung-Binh-Lam road in Nghia Dan district, with Nghia Dan district as the investor (including 2 main routes: Route 1 connecting from Nghia Trung, Nghia Binh and Nghia Lam communes to Hoang Mai road to Thai Hoa, with a length of over 1.4km, road scale of level 5 - mountainous area; Route 2, connecting from Hoang Mai road to Thai Hoa to Nghia Dan MDF wood factory, with a length of 2.8km, road scale of level 3 - mountainous area), the current condition of both routes is unpaved, narrow and degraded, so investment capital has been allocated for upgrading and widening.

After hearing the opinions of the delegates, concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested that localities with projects in their areas supplement resources for the projects, focus on completing land clearance work, and decisively handle cases of violations of traffic safety corridors. Regarding funding solutions, the Department of Finance, in coordination with General Corporation 36 - Ministry of National Defense, will submit a proposal to the Ministry of Finance to borrow idle capital from the State Treasury; and advance medium-term capital will be allocated to the projects. Construction units are to review and accelerate the progress of the projects to promptly serve the transportation needs of the people and the transportation of raw materials for the Nghia Dan MDF wood factory, which will begin production in April 2015.
