Speeding up the progress of building houses for Dan Lai people in Nghe An
Con Cuong District (Nghe An) is coordinating with departments and branches to complete land measurement, moving towards granting land use right certificates to Dan Lai people living in the core zone of Pu Mat National Park. This is a preparation step to complete the goal of building houses for people in July 2025.
Proposal to adjust the area of Pu Mat National Park
Currently, Nghe An province is focusing resources to implement a program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the province according to Directive No. 21, dated February 10, 2023 of the Standing Committee of Nghe An Provincial Party Committee (Program 1838). At the same time, localities are also implementing a program to support the elimination of temporary and dilapidated houses in response to the call of Prime Minister Pham Minh Chinh.
Nghe An province strives to complete 100% of the targets for building and repairing houses for the poor under these programs before July 31, 2025.

In Con Cuong district, the Dan Lai people have long lived in the core area of Pu Mat National Park. The land of households was separated from the original land plots of their parents before the decision to hand over this land to Pu Mat National Park for management in 1995. The land used by households for housing is located within the total land of Pu Mat National Park, but the people live in villages and hamlets separate from the forested area managed by the National Park.
Therefore, Dan Lai households in Khe Bung and Co Phat villages are not yet included in the list for approval to build houses for the poor and people with housing difficulties in the period 2023 - 2025.
To untie this "bottleneck" in order to grant land use right certificates to the Dan Lai people before helping them to remove their dilapidated thatched and bamboo houses, Pu Mat National Park has issued a document requesting to adjust the boundary map, separating the residential land and production land of the Dan Lai people from the planning of Pu Mat National Park.

Based on the proposals of the locality and units, the Department of Agriculture and Environment has sent a document requesting the Provincial People's Committee to adjust the land area and boundaries of the land plots managed and used by Pu Mat National Park, approved by the Provincial People's Committee in Decision No. 486/QD-UBND.DC dated November 25, 2013.
Accordingly, the area that needs to be adjusted out of the area assigned to Pu Mat National Park for management and use in Decision No. 486 is 221.87 hectares (about 2,218,700m²).
Previously, the Provincial Land Registration Office coordinated with the People's Committee of Mon Son Commune, the People's Committee of Con Cuong District, and Pu Mat National Park to measure the current status of the land in these two villages and completed it on March 19, 2025.
Speed up the progress of building houses for people

On March 24, 2025, during an inspection and working trip with localities on the progress of construction and repair of houses for the poor and people with housing difficulties, Chairman of the Provincial People's Committee Le Hong Vinh requested all levels of sectors and localities to urgently provide land for housing and support Dan Lai people in Khe Bung and Co Phat villages in the core area of Pu Mat National Park to eliminate temporary and dilapidated houses, ensuring completion before July 31, 2025.
Under the direction of the Chairman of the Provincial People's Committee, the Department of Agriculture and Environment is currently organizing the preparation of technical designs and estimates for marking, boundary mapping, and granting of land use right certificates for Pu Mat National Park for submission to the Provincial People's Committee for approval according to regulations.

Standing Deputy Secretary of Con Cuong District Party Committee Luong Dinh Viet said that the measurement of land area and determination of living and production boundaries of Dan Lai households in Mon Son commune has been completed. Khe Bung and Co Phat villages have a total of 243 households, of which 235 are poor households, accounting for 96.7%. Through a survey of both villages, 72 households are in need of support for renovation and repair.
According to regulations, each household that builds a new house is supported with 60 million VND, and each household that repairs a house is supported with 30 million VND. However, Mr. Luong Dinh Viet said that the cost of transporting materials to Khe Bung and Co Phat villages is much higher than other areas due to the terrain and road conditions. Moreover, nearly 97% of Dan Lai residents are poor households, so they do not have enough money to pay.

Therefore, the People's Committee of Con Cuong district proposed that the province consider increasing the level of support for building new and repairing houses for Dan Lai ethnic households, helping the locality and people to complete on schedule before July 31, 2025. The People's Committee of the district will also direct the maximum mobilization of forces, units, localities and socialized resources to be determined to complete the set goals, helping Dan Lai people have solid houses and stabilize their lives.
