There are numerous shortcomings in the management of apartment buildings in Vinh City.
(Baonghean.vn) - As the economic, political, and social center of the province, Vinh City currently has many apartment buildings. However, many shortcomings still exist in these apartment complexes that have yet to be completely resolved.
According to the compilation ofVinh City People's CommitteeBy the end of November 2021, the city had 73 apartment buildings with a total of 13,150 apartments according to design, of which 7,334 apartments had been granted Certificates of Apartment Use Rights.
However, 32 remain to this day.apartmentThe building management board has not yet been established; 17 apartment buildings have not yet provided community centers. In 63 apartment buildings, the developers have not handed over maintenance funds as required, and almost all apartment buildings have not handed over the external infrastructure systems to the state management agencies (wards and communes) for management. 53 apartment buildings have not yet handed over the building documents to the management board.

In addition, there are still 23 apartment buildings where the developers have sold and handed over apartments to customers but have not yet completed the procedures for issuing Certificates of Ownership to buyers. At the twin-tower apartment complex in Quang Trung ward, the land use rights are currently mortgaged to the bank by the developer, therefore, residents have not been issued Certificates of Ownership for their apartments.
More importantly, as of November 2021, there are still 3 apartment buildings that have not been granted land use right certificates because the investors have not paid land use fees, even though the buildings have been completed and residents have been living there for a long time.
Specifically, these are the CT1 and CT2 apartment buildings of the Thanh Vinh Apartment and Office Complex Project (PVNC2 apartment complex) located on Nguyen Quoc Tri Street, Hung Binh Ward, invested by Thanh Vinh Investment, Production and Trading Joint Stock Company; and the Vinaconex 20 apartment building in Ha Huy Tap Ward, invested by Vinaconex 20 Company.

During the period 2013-2020, the People's Committee of Vinh City also issued a plan for administrative management of apartment complexes and new urban areas in Vinh City. However, the implementation of the plan during this period still faced many shortcomings, leading to disputes and complaints that affected the lives of the people.
In particular, the progress and quality of technical and social infrastructure projects, maintenance, and repair.public sanitationThe fire protection systems in many apartment buildings have deteriorated and do not meet regulations. The most severely affected are the Doi Cung apartment complex belonging to Hanoi Housing Investment and Development Company No. 30, where many buildings have damaged roofs; the Bong Sen apartment complex belonging to Nghe An Tourism Company, where the drainage system is damaged and the basement is leaking water; and the CT,B apartment building of Vinaconex 9 Company, which also has many damaged and deteriorated areas such as the basement and roof.

The issue of encroachment on sidewalks and roadsides for parking, due to insufficient basement and parking space in apartment complexes, has been a persistent problem in the city for many years. This has led to urban disorder, environmental pollution, and negatively impacted the city's aesthetics.

Most recently, on November 5, 2021, the People's Committee of Vinh City issued Decision No. 5694/QD-UBND approving the Project on Administrative Management of Apartment Complexes and New Urban Areas in Vinh City for the period 2021-2025. The objective of this phase of the project is to improve the quality of management and operation of apartment complexes and new urban areas in the city. It also aims to review compliance with construction permits for apartment projects related to the issuance of land use right certificates, ownership certificates for houses and other assets attached to the land, which affect the legitimate rights and interests of homebuyers, in order to definitively resolve disputes and complaints that have occurred recently.
