(Baonghean.vn) - As the economic, political and social center of the province, Vinh City currently has many apartment buildings. However, the apartment buildings still have many shortcomings that have not been completely resolved.

According to the synthesis ofVinh City People's CommitteeBy the end of November 2021, the city had 73 apartment buildings with a total of 13,150 apartments as designed, of which 7,334 apartments had been granted Certificates of Apartment Use Rights.

However, there are still 32apartmentThe building management board has not been established; 17 apartment buildings have not yet arranged community activity houses. In 63 apartment buildings, the investors have not yet handed over maintenance funds according to regulations, and almost all apartment buildings have not yet handed over the infrastructure system outside the apartment building to the State management agency (wards and communes) for management. There are 53 apartment buildings that have not yet handed over the apartment building documents to the management board.

In addition, there are still 23 apartment buildings whose investors have sold and handed over apartments to customers but have not completed the procedures to issue the Certificate of House Ownership to the buyers. Right at the twin towers of the oil and gas apartment building in Quang Trung ward, the land use rights are being mortgaged by the investor at the bank, therefore, the households have not been granted the Certificate of Apartment Ownership.

More notably, as of November 2021, there are still 3 apartment buildings that have not been granted Land Use Rights Certificates because the investors have not paid land use fees, even though the apartment buildings have been completed and residents have lived in them for a long time.

Specifically, they are CT1 and CT2 apartments of the Thanh Vinh Apartment and Office Complex Project (PVNC2 apartment complex) located on Nguyen Quoc Tri Street, Hung Binh Ward, invested by Thanh Vinh Investment, Production and Trade Joint Stock Company; and Vinaconex 20 apartment building in Ha Huy Tap Ward, invested by Vinaconex 20 Company.

In the period of 2013-2020, the City People's Committee also issued the Project on Administrative Management of Apartment Complexes and New Urban Areas in Vinh City. However, the implementation of the project in this period still has many shortcomings, thereby giving rise to disputes and complaints, affecting people's lives.

In particular, the progress and quality of technical infrastructure works, social infrastructure, maintenance,public sanitation, the fire protection system in many apartment buildings has degraded, not meeting regulations. The most serious is the Doi Cung apartment building belonging to Hanoi Housing Investment and Development Joint Stock Company No. 30, many buildings have damaged roofs; the Bong Sen apartment building belonging to Nghe An Tourism Joint Stock Company has a damaged drainage system, water leaks in the basement; or the CT,B apartment building of Vinaconex 9 Joint Stock Company is also damaged, degraded in many locations such as the basement, roof...

The issue of encroachment on the road and sidewalks for parking due to the lack of space in the basements and yards of apartment buildings to accommodate residents has been a hot topic in the city for many years. This has caused urban disorder, environmental sanitation and affected the city's urban beauty.

Most recently, on November 5, 2021, Vinh City People's Committee issued Decision No. 5694/QD-UBND approving the Project on Administrative Management of Apartment Buildings and New Urban Areas in Vinh City for the period 2021-2025. The objective of this phase of the project is to improve the quality of management and operation of apartment buildings and new urban areas in the city. Review the implementation of Construction Permits for apartment projects related to the issuance of Certificates of land use rights, house ownership rights and other assets attached to land that affect the rights and legitimate interests of home buyers, in order to completely resolve disputes and complaints in the recent past./.
