National Assembly Delegate Nguyen Thanh Hien (Nghe An delegation): Fighting the 'virus of stagnation' must start with personnel work

Vietnam is fighting two viruses, the Corona virus and the coronavirus. However, we have not yet succeeded in fighting the coronavirus.

On June 15, National Assembly deputies continued their discussion in the hall about the socio-economic situation and the State budget.

Discussing at the chairman's meeting, delegate Nguyen Thanh Hien (Nghe An) as well as many other delegates expressed concerns about the shortcomings and limitations in the report such as slow equitization of enterprises, disbursement of public investment not meeting requirements; the situation of backlog of documents, environmental pollution, corruption, policy profiteering, social order and security, and crime in some areas and areas are still complicated. According to delegate Nguyen Thanh Hien, these shortcomings have been going on for many years like a chronic disease but lack fundamental solutions to effectively resolve them.

“During the Government's working session, to prevent and fight Covid-19, the Prime Minister figuratively said that we have to fight two types of viruses, the Corona virus and the virus of stagnation. I think that these problems have lasted from year to year, from sector to sector and from locality to locality, showing that we have not been successful in fighting this virus of stagnation. Although we have repeatedly proposed breakthrough solutions and drastic action slogans, things are still the same, even in some areas and cases, it is more complicated,” said delegate Nguyen Thanh Hien.

Therefore, this delegate believes that the issue here is to start with people, with personnel work. Delegate Hien suggested that the Party and the State continue to pay attention and take corrective measures to overcome this situation, on the basis of arranging a streamlined and scientific organizational system, tightening discipline and order to select a team of qualified cadres, promoting the role of the leader. Thus, the voters' wishes are that those shortcomings have the opportunity to be gradually and effectively overcome.

Attracting foreign investment after Covid-19

Delegate Nguyen Thanh Hien (Nghe An) mentioned the issue of anticipating the wave of foreign investment in the post-Covid-19 period. He suggested that there should be timely policies and support to attract the wave of investment, on the basis of adjusting the investment structure reasonably, having a system of selective investment attraction policies. In addition, there should be specific and proactive plans.

The delegate stated that, according to the Government's report, along with the successes in preventing and fighting Covid-19, our budget revenue in the first months of the year reached 32.5% of the estimate and the first quarter growth reached 3.82%, which is a positive level compared to the situation in the region and the world. The important thing is that these results have shown that while other countries are continuing to focus on preventing and fighting the pandemic, economic development is facing many difficulties, this is an opportunity for our country to focus on faster economic development, creating conditions to shorten the gap with other countries in the region and the world. The question here is how we should take advantage of this opportunity, especially in taking the lead in the wave of foreign investment, one of the five key pillars to recover the restructured economies of the countries in the post-Covid-19 period.

“I propose that we need to have timely and truly supportive policies to attract investment waves on the basis of adjusting the investment structure reasonably, having a system of policies to attract investment selectively, at all costs ensuring that national interests are truly equal to enterprises and especially having a specific plan, choosing where to invest, in which field in the development planning of each industry, each region and the whole country and clearly defining the responsibilities of what the Central Government must do, what localities must do, what enterprises must do to take the lead” - Delegate Nguyen Thanh Hien said.

Delegate Hien also suggested that the Government should direct the review and create all conditions for investors to feel secure, invest capital, continue implementation, and avoid waste. Currently, the National Assembly has ratified the Free Trade Agreement and the Investment Protection Agreement with the EU, this is an opportunity for our country to take advantage of to exploit strengths as well as deal with challenges, especially challenges for the executive sector when the Investment Protection Agreement comes into effect.

Under the investment protection agreement mechanism, when disputes arise, these are disputes between foreign investors, investments from EU countries, and the Vietnamese government, and vice versa. Therefore, the lack of responsibility or mistakes of individuals in performing their duties can lead to unnecessary disputes and lawsuits. Therefore, the issue here is to focus on training, fostering and improving the responsibility of relevant officials and civil servants to limit disputes between the parties./.
