(Baonghean.vn) - That was the affirmation of Ms. Jehanne Roccas - Ambassador of the Kingdom of Belgium to Vietnam when working with the Management Board of the Project "Cua Lo Wastewater Treatment Plant" borrowing Belgian ODA capital at the People's Committee of Cua Lo Town.

On the afternoon of April 18, a working delegation from the Embassy of the Kingdom of Belgium led by Ambassador Jehanne Roccas had a working session with the People's Committee of Cua Lo Town on the Town's wastewater drainage and treatment system, phase 2.

This is a project with a scale of 5,000 m3/day and night, total investment 16 million Euro, of which ODA loan from Belgium is more than 9 million Euro. Implemented since 2001, however, due to difficulties in site clearance as well as capital, phase 2 of the project has not been completed yet.

At the meeting, Mr. Vo Van Hung - Vice Chairman of Cua Lo Town People's Committee explained the problem such as ODA capital only provides money for materials and equipment for pipeline systems, pumping stations, treatment stations and consulting fees for survey and design. This capital is not allocated for the construction and installation of pipelines, manholes, construction of pumping stations and treatment stations.

Accordingly, the counterpart capital according to Decision No. 6777/QD.UBND-CN on approving the construction investment project is 180.5 billion VND. However, the counterpart capital does not include the cost of compensation for site clearance for construction, estimated at about 100 billion VND.

On the other hand, the unit price and policies have changed a lot since the project was approved. Currently, the counterpart fund calculated according to the current policy to construct the entire project is 550 billion VND...

Faced with these situations, the leaders of the People's Committee of Cua Lo town made recommendations to the working group and hoped that the Government of the Kingdom of Belgium would have impacts, urge the Belgian cooperation company to coordinate more closely with the town, have policies to extend the use of capital with preferential interest rates, and support the implementation of phase 2 of the project so that the project can be completed and put into use soon.

Regarding this issue, Ambassador Jehanne Roccas said that the Belgian Government always fulfills its commitments to the Town regarding loans to implement the project, and expressed sympathy for the shortcomings arising during the implementation process.

“We will try our best to help the Town complete the project, however, for the project to be successful, efforts from both sides are needed. In addition, Cua Lo Town needs to seek more solutions for coordination in implementation. At the same time, for proposals that are beyond the commitment, the Cua Lo Wastewater Treatment Project Management Board as well as the Cua Lo Town People's Committee need to have a written explanation of the difficulties and obstacles in the project implementation process so that the Belgian Government can study and assist,” the Ambassador emphasized.

Earlier, in the afternoon of the same day, a delegation from the Embassy of the Kingdom of Belgium visited Vinh Locomotive Enterprise.

At this enterprise, Mr. Tran Anh Tu - Director said that currently the enterprise is assigned to manage, operate and repair 39 Diesel locomotives of various types, including 16 D18E locomotives manufactured in Belgium. This is a type of locomotive with large capacity (1,800CV), contributing to the effective exploitation of railway transport on the route from Hanoi to Dong Hoi.

Up to now, Belgian locomotives are still the main traction force of the enterprise, with an annual transport output of 1.1 billion tons.km. After nearly 35 years of use, each locomotive has run an average of about 2.6 million km.

The leader of the Locomotive Enterprise added that although the Vietnamese railway industry has many innovations, compared to international railways, it is still backward, many types of locomotives used are old, train speeds are low, and transport output is not high.

Therefore, the unit hopes to continue receiving attention from the Kingdom of Belgium to develop Vinh locomotive factory, especially to meet the needs of upgrading, repairing and replacing old locomotives.

During a field visit to Vinh Locomotive Enterprise, Ms. Jehanne Roccas was impressed with the efforts and creativity of the enterprise's leaders and workers in maximizing the exploitation of the locomotive equipment provided by Belgium.

Ms. Jehanne Roccas excitedly said: “We are very proud that after nearly 35 years, 16 Belgian locomotives are still operating well and Vinh Locomotive Enterprise complies with the prescribed maintenance regime. To the best of our ability, we promise to propose to the railway transport agencies as well as the Belgian Government for appropriate support.”
