In recent days, the two first-instance trials of defendant Dinh Ngoc He (Ut "bald", former army lieutenant colonel, former deputy general director of Thai Son Corporation, Ministry of National Defense) and the trial of defendant Phan Van Anh Vu (Vu "aluminum") and his accomplices have received special attention from the public not only because of the seriousness of the case but also because it involves a series of officers and generals in the police and military sectors.
The police and military officers and generals involved have initially been severely punished and the authorities are in the process of preparing for the next steps.

These are just two of many cases of handling officials who have violated the law in recent times. The handling of officials who have violated the law, including high-ranking officials of the Party who are members of the Party Central Committee, members of the Politburo; officials and generals in sectors that have long been considered "sensitive" such as the police and the army, once again affirms the determination of our Party that there are no "forbidden zones" in handling officials. Anyone who has committed violations or shortcomings in managing the country, managing the economy, affecting the Party and the people, regardless of their level, will be strictly handled in accordance with the provisions of the law.
The handling of cadres in the recent past also shows that the violations have been clearly pointed out to each individual, made public, and there is no longer a situation of "collective fault" or "internal handling" as we have seen before. Our Party has worked very carefully, step by step, methodically, clearly considering merits and demerits, handling the right person for the right crime so that those who have committed the violations are also "convinced".
The Party's determination and actions have been and are being supported by the people. The people's trust in the Party and the regime is increasingly consolidated and strengthened, creating an exciting and widespread atmosphere, which is the driving force for everyone to be active and enthusiastic in all areas of social life.
People are happy that the officials who committed violations have been strictly dealt with, including those at the strategic level, but they cannot help but worry that if there were a good mechanism to control officials so that violations could be prevented from the beginning, it would be much less painful than having to deal with them today. If recruitment and promotion were done well, and these people were not put into leadership positions, hundreds and thousands of billions of dong of the people's "sweat and tears" would not have been lost, or at least much time, effort, and money would not have been spent investigating and recovering lost assets.
We have had many regulations and rules on recruitment and promotion of cadres, and the Ministry of Home Affairs and the Organizing Committees at many levels and in many sectors have been looking for many solutions to increasingly perfect the recruitment and appointment processes of cadres in a strict, democratic and public manner.
However, there are still too many “loopholes” in the personnel work, leading to the infiltration of Ut “troc”, Vu “nhom” into the ranks of cadres and party members... If there were no “loopholes”, someone like Ut “troc” could not have entered such an important industry, causing trouble for decades with many cunning tricks, using fake degrees to increase salary and promotion, mortgaging cars with military license plates, blue 80A license plates, forging documents... to bypass many layers of strict control like in the military. And if there were no “loopholes”, it would be difficult for anyone to support, assist or cover up for people like Ut “troc”, Vu “nhom”...
These “loopholes” are all intentionally created by humans during the operation of the system. They distort, shorten, and cut corners in order to easily recruit and appoint officials according to their “own standards”. They evaluate officials in a respectful, emotional way, allowing personal relationships to dominate. They are local and closed-minded. They assist, cover up, and tolerate the mistakes of subordinates…
Public opinion cannot help but ask, who is the one who operates, distorts the process, creates "loopholes" in the recruitment and promotion of cadres, thereby creating cadres and party members like Ut "troc" and Vu "nhom"... Handling the violations of Dinh Ngoc He and Phan Anh Vu will only solve the tip of the problem. If the root is not thoroughly handled, there are no effective measures to plug the "loopholes" in the cadre work, then when Ut "troc" and Vu "nhom" of today are handled, tomorrow there will be other Ut "troc" and Vu "nhom" with increasingly sophisticated and dangerous methods.
During his lifetime, President Ho Chi Minh always paid attention to personnel work, from evaluation, selection, training, testing to employment and treatment. He believed that "cadres are the root of all work", "the success or failure of work depends on good or bad cadres. That is a certain truth".
During the Congresses, our Party has always identified the work of building a contingent of cadres and party members as a key step in the country's cause. The leader of our Party has repeatedly affirmed that "building the Party is a key task, then cadre work is the key of the key".
Therefore, if the evaluation, arrangement and use of cadres are not correct, it will cause unpredictable consequences. Those consequences have been and are evident. And everyone can see that the handling and overcoming of these consequences has caused enormous losses to society and the country, both materially and spiritually.
Today, Vu “nhom” and Ut “troc” have been severely punished by the law. But the greater wish of public opinion is that those who have covered up and assisted Dinh Ngoc He and Phan Anh Vu in their rampant behavior for a long time must be severely punished, especially when they were assigned the important task of being the “sacred swords” to protect the country and the regime./.
