However, dust from the road upgrade construction still thickly covers household items and belongings. According to Ms. Phuong, households along the road have repeatedly complained about this situation to the authorities and the construction unit, but the construction unit only sprayed water a few times to control the dust, after which the dust returned to its original state, engulfing the hamlet. Therefore, she hopes that the Provincial People's Council and relevant agencies will strengthen inspection and supervision to ensure the well-being of the people.

Meanwhile, groundwater is contaminated with alum, and there is no piped water, leaving many families without access to clean water. Mr. Dinh Xuan Sy, head of Hamlet 2, Nghi Long commune (Nghi Loc district), said: “My house is on Lane 3, far from the construction site, but it's still covered in dust. The rainwater harvesting tank is now full of mud due to dust clinging to the roof and washing down. We, the people, hope that the authorities at all levels and the construction units will resolve these issues and quickly complete the road to ensure stability for the lives of the people…”

As for the 14 families in Hamlet 4, Nghi Yen Commune (Nghi Loc District), they have agreed to hand over their land for the expansion of National Highway 1A. However, during construction, vibrations from the road rollers caused cracks in the ceilings and walls of their houses. Due to this situation, the winning bidder has temporarily suspended construction but has not yet found a suitable solution, causing delays in the road upgrade. This has also significantly affected the transportation of families along the road. Mr. Nguyen Xuan Van, the hamlet head, suggested: “We hope that the authorities and relevant units will find timely solutions to speed up the construction progress while ensuring the safety of the people along the road. The delay in upgrading National Highway 1A significantly impacts the business, trade, and daily lives of the households.”

Upon investigation, it was found that the construction units on National Highway 1A have been spraying water, but because this is not done regularly, dust still flies everywhere whenever cars pass by. In particular, some sections are still under construction, and the contractors who won the contracts are not spraying, so the dust is even denser whenever cars pass by.

Due to ongoing construction and heavy traffic, traffic accidents and congestion have frequently occurred on National Highway 1A in recent times. According to statistics from the Traffic Police Department of the Provincial Police, in the first six months of 2014, there were 20 localized traffic jams on National Highway 1A, lasting a total of 57 hours. Many of these jams lasted for hours, forcing the department to report to the Traffic Police Department of the Ministry of Public Security, requesting that traffic police in Thanh Hoa and Ha Tinh provinces implement measures to divert traffic away from the Ho Chi Minh Highway.

The problems of dust pollution, traffic accidents, and difficulties in people's lives along National Highway 1A have been raised by voters to the government and during meetings with voters by provincial People's Council representatives before the session. Therefore, when following the 11th session of the 16th term of the Provincial People's Council, voters along the route hoped that the provincial People's Council representatives would fulfill their responsibilities and urge the winning bidders to quickly accelerate the construction progress to stabilize people's lives and minimize accidents and traffic congestion on the route.
