In accordance with the official document, the chairpersons of the People's Committees of provinces and cities need to establish provincial-level examination steering committees, strengthen guidance to the Departments of Education and Training and relevant agencies in supervising examinations, and prevent any potential irregularities.

This official document clearly states that the Chairman of the Provincial People's Committee is responsible for directing media agencies to thoroughly consult with relevant authorities before publishing sensitive information related to exam questions, such as leaked exam questions, errors in exam questions, or irregularities in the exam.

The Minister of Education and Training also requested that localities ensure the full supply of electricity, water, and uninterrupted communication throughout the period when the high school graduation exams and university/college entrance exams are taking place.

The Chairpersons of the People's Committees of provinces and centrally-administered cities need to pay attention to directing and inspecting the full implementation of the general education program and organizing effective review sessions for 12th-grade students. Absolutely prohibit the exploitation of the exam period for fundraising or forcing students to attend extra classes in violation of regulations.

The Ministry of Education and Training also requested that localities create the best possible conditions for universities and colleges in their areas to organize the 2013 entrance examination safely, seriously, and in accordance with regulations.
