Proposing to dismiss some civil servants who violate the law as a deterrent

(Baonghean.vn) - At the National Assembly hall on the morning of November 2, delegate Nguyen Huu Cau assessed that after nearly a year of restructuring, although the Government and the Prime Minister have made great efforts with high determination, some socio-economic targets have not yet met the plan: GDP growth, export growth rate have not been achieved, budget revenue is facing difficulties, public debt is high and debt repayment pressure is great.

Regardless of objective or subjective reasons, according to the delegate, we must look straight at reality, reflect and calculate steps for 2017 and the following years.

“However, I am very impressed, appreciate and trust the new Government, because I see very new and very encouraging signs in the Government's orientation and operating principles,” Mr. Cau expressed.

Accordingly, the Government's motto was affirmed at the first session through 16 words: "integrity, purity, development creation, decisive action, serving the people". At this session, the Government promoted the motto "words go hand in hand with actions, shortening the gap between words and actions".

To realize the above mentioned principles, Nghe An delegates proposed that in 2017, budget discipline must be further tightened and public debt must be more closely managed.

According to the plan, in 2017, GDP growth is expected to reach 6.7%, public debt 64.8% of GDP, government debt 53.3% of GDP and the country's foreign debt 47.4%. However, the Government proposed that the National Assembly approve for 2017 and the entire 2016-2020 period, the above debt targets of 65%; 60% and 55% respectively, which is not in line with the viewpoint of "tightening public debt" and strictly implementing budget discipline.

Mr. Nguyen Huu Cau proposed that the National Assembly not only tighten the public debt ceiling but also assign the Government to reduce the public debt ratio, assigning both the upper and lower limits: Public debt not exceeding 65% of GDP, by 2020 not exceeding 63% of GDP, Government debt not exceeding 53% of GDP, by 2020 not exceeding 50% of GDP; the country's foreign debt not exceeding 50% of GDP, by 2020 not exceeding 47% of GDP. According to Mr. Cau, "only then will voters across the country feel secure".

Currently, the budget for development investment is very small, mainly borrowed, but after studying 5 projects invested by state-owned corporations and groups, Mr. Cau is "extremely worried" and suggested that the Government focus on directing early handling otherwise "debt will pile up on debt". At the same time, delegate Cau also suggested strictly handling individuals and organizations that cause the above-mentioned losses, waste, and leakages and reporting to the National Assembly.

Mr. Cau also commented that although leaders from the provincial level to members of the Government have recently moved very strongly and resolutely, the public service enforcement apparatus, both central and local, has moved slowly, and administrative discipline and order are not strict. The Nghe An delegate said that one of the things that needs to be done is to rectify the working attitude of civil servants, and put an end to the situation where officials clearly violate the law but are not punished for the whole year. It is even necessary to take strong measures, including firing some cases of violations to deter, thereby increasing people's trust.

Before the National Assembly, delegate Cau reflected on the shortcomings in the construction and operation of hydroelectric plants that seriously affected the environment, water resources, water flow and the lives of some mountainous people, and requested to inspect and overcome these issues.

In addition, according to delegate Nguyen Huu Cau, through meetings with voters in Nghe An, many voters suggested that the National Assembly continue to prioritize the budget to pay for meritorious people and repair houses according to Decision 22 of the Government. From a very popular, correct, and humane policy, the slow handling has somewhat reduced people's trust.
