Proposal to support more than 7 billion VND/year for the development of orange, passion fruit and biological products

(Baonghean.vn) - On the afternoon of November 20, under the chairmanship of Vice Chairman of the Provincial People's Committee Dinh Viet Hong, the Provincial People's Committee held a working session to listen to and give opinions on amending and supplementing mechanisms, policies and solutions to support the development of passion fruit, orange trees and some biological products in the province.

To encourage the development of these two plants, the Provincial People's Committee has an investment support policy in Decision 87/2014/QD-UBND, however, the expansion of the area is mainly in ethnic minority areas where life is still difficult. The current support level is too low while people do not have the conditions to invest. For some biological products such as Compost maker, Biogreen... have special significance in ensuring soil fertility, treating pesticide residues, and making biological bedding in pig and chicken farming...

Mr. Nguyen Van Lap - Deputy Director of the Department of Agriculture and Rural Development presented some proposed amendments and supplements.

According to the proposal of the Department of Agriculture and Rural Development - the agency in charge of advising on amending and supplementing this policy, the support policies need to be adjusted to suit the actual situation. For passion fruit, the seed subsidy level for each poor, near-poor and remaining households will be increased; policies supporting land reclamation, new land preparation, and small-scale irrigation will be added. The support level for disease-free orange seeds will be adjusted, and new land preparation support policies will be added. At the same time, policies supporting funding for purchasing biological products and making biological bedding for pig and chicken farming will be added.

From there, the estimated budget to support passion fruit development will be 2 billion 880 million VND/year, support orange development 3 billion 450 million VND/year, support biological products and biological bedding 924 million VND/year. The estimated total budget to support additional policies is 7 billion 254 million VND/year, the difference that needs to be supplemented compared to the old policy according to Decision 87 is 5 billion 897 million VND/year.

After listening to the opinions of relevant units, the Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to coordinate with the Department of Planning and Investment and the Department of Finance to promptly provide written comments and complete the dossier according to regulations so that the Department of Justice can conduct timely appraisal. Receive comments from units, promptly complete the submission to submit to the Provincial People's Committee and Provincial People's Council for approval.
