Deputy Head of the National Assembly Delegation of Nghe An Nguyen Thanh Hien spoke at the meeting. |
Delegate Nguyen Thanh Hien shared that, although Nghe An is only indirectly affected, it has seen many difficulties and hardships of coastal people when consumers turn their backs on marine products. Hundreds of tons of seafood cannot be consumed, hundreds of processing facilities have stopped operating, and tourism activities are stagnant and difficult.
"Therefore, Nghe An voters request the Government to pay attention and have support policies in propaganda and promotion of tourism, safe and unpolluted sea areas; support for fishing and processing, especially having policies and solutions in purchasing and consuming products for fishermen" - Deputy Head of Nghe An Provincial Delegation said.
At the same time, the delegate also conveyed the wishes of local voters, suggesting that the Government continue to clarify the responsibilities of relevant agencies and organizations regarding this marine environmental incident.
Giving his opinion on the issue of restructuring state-owned enterprises (SOEs), delegate Nguyen Thanh Hien expressed that he was "extremely concerned" that currently, SOEs have not yet conducted public, transparent, and information disclosure according to Decree 81 of 2015 of the Government.
Delegate Nguyen Thanh Hien said that this is a content that needs to be checked and timely corrective measures taken to effectively implement this Decree.
The delegates also reflected the opinions of voters who are very concerned about the current situation of buying, selling, arranging, merging, using State capital, not complying with the Law on Management, Use of State Capital and Assets invested in production and business at enterprises, joint stock companies in which the State holds controlling shares. Regarding the slow implementation of equitization; management and use of State capital; regarding the loss, waste, and inefficiency of investment projects not only stopping at 5 projects but also many other projects, Mr. Nguyen Thanh Hien suggested that the Government and the Ministry of Industry and Trade need to organize a summary and evaluation of the model of State economic groups in the period 2005 - 2015.
"This is an opportunity for us to comprehensively assess those issues, find effective solutions, and learn from experience for restructuring in the coming time," said the Deputy Head of the Nghe An delegation.
Regarding the current state of waste, Mr. Nguyen Thanh Hien said that if corruption is considered a national disaster, then waste also has a negative impact on the socio-economy no less than corruption.
While Mr. Hien said that the fight against corruption has had positive and clear changes in recent times, with a number of major and typical cases having been handled and having a high deterrent effect, he also assessed that the fight against waste has not yet made significant changes. Accordingly, waste is occurring in many areas in many localities, the numbers of which make voters extremely upset, especially the waste, loss and inefficiency of some large projects.
Therefore, Mr. Hien suggested that in the coming time, the Government needs to be determined to fight waste, similar to its determination to fight corruption. Investment projects, if there is waste, need to be analyzed for causes, responsibilities must be assigned and handled strictly, promptly and publicly; at the same time, there must be solutions to prevent the current waste situation with the participation of the entire political system and all people.
