Proposal for temporary collection of international driving license fee of 135,000 VND

The Vietnam Road Administration has just proposed that the Ministry of Transport consider and agree with the Ministry of Finance to allow the agency issuing the International Driving Permit (IDP) to temporarily collect 135,000 VND/international driving license.

The fee for issuing an international driving license is expected to be provisionally collected at 135,000 VND.

According to Mr. Nguyen Van Quyen, Deputy Director General of the Vietnam Road Administration, the fee for issuing this international driving license is equivalent to the current collection rate applied to PET material driving licenses as stipulated in Circular No. 73/2012/TT-BTC dated May 14, 2012 amending and supplementing Circular No. 76/2004/TT-BTC dated July 29, 2004 of the Ministry of Finance guiding on fees and charges in the field of road traffic.

To meet the demand for international driving licenses for individuals as prescribed in Circular No. 29/2015/TT - BGTVT, the Vietnam Road Administration plans to pilot the issuance of international driving licenses from October 15.

Explaining the slow progress in issuing international driving licenses, Mr. Nguyen Van Quyen said that international driving licenses as stipulated in the 1968 Convention on Road Traffic are designed separately, requiring completely new technology for processing and printing in Vietnam, and must ensure high security to avoid counterfeiting.

​This fact, according to Mr. Quyen, is the cause of the delay in the issuance of international driving licenses. In addition, the problem is also related to the organization of research and design of technical documents of international driving license stamps and equipment for bidding, as a basis for developing a Circular regulating the collection, payment, management and use of fees for issuing international driving licenses.

Previously, the Vietnam Road Administration developed a Project on fees for international driving licenses and a Draft Circular regulating the collection, payment, management and use of fees for international driving licenses, reporting to the Ministry of Transport for consideration and agreement with the Ministry of Finance to issue the fee for international driving licenses at a rate of 155,000 VND/international driving license in Document No. 123/TTr - TCDBVN.

While waiting for the Ministry of Transport and the Ministry of Finance to consider issuing the international driving license fee according to regulations, the Vietnam Road Administration proposes that the Ministry of Transport consider agreeing with the Ministry of Finance to allow the international driving license issuing agency to temporarily collect VND 135,000/international driving license./.
