Proposal to increase the bonus for localities with no third births.
(Baonghean.vn) -On the morning of April 13th, the Provincial People's Committee listened to and commented on the draft proposal to the Provincial People's Council to supplement and amend Resolution No. 52/2012/NQ-HĐND, which stipulates a number of population and family planning policies in the province. Ms. Dinh Thi Le Thanh, member of the Standing Committee and Vice Chairman of the Provincial People's Committee, chaired the meeting.

Resolution 52 of the Provincial People's Council, after 3 years of implementation, has become a reality, contributing practically to controlling the rapid population growth rate, reducing the crude birth rate from 19.5% (2012) to 17.21% (2014), similarly reducing the rate of third births from 18.18% to 17.21%, and the population growth rate to 1.08%; sustainably maintaining the rate of couples using contraceptive methods annually at 76%-79%, and the rate of couples of reproductive age committed to implementing family planning policies annually reaching 86-87%; the quality of the population is increasingly improving.
However, to date, the results achieved in population and family planning work are not yet truly solid, and have not reached the replacement fertility rate as targeted; the birth rate and the rate of third births in Nghe An are still high; the gender imbalance rate remains alarming; especially, the situation of cadres and Party members having a third child still occurs in many localities, negatively impacting various movements... Currently, some contents in Resolution 52 are no longer suitable for the actual situation in the new context and require amendment and supplementation.

The revised and supplemented Resolution, as proposed by the Department of Health, proposes increasing the bonus for communes, wards, and towns with no births of a third child or more by four times compared to before: from 5 million VND to 20 million VND for 1 year, from 10 million VND to 40 million VND for 2 years, from 15 million VND to 60 million VND for 3 years, and from 20 million VND to 80 million VND for 4 years; adding a reward for communes, wards, and towns that achieve a rate of 50% or higher in the number of births of a third child or more compared to the previous year; and increasing the support level for part-time population and family planning collaborators in hamlets, blocks, and villages.
After hearing the opinions and suggestions from relevant levels and sectors, in her concluding remarks at the meeting, Ms. Dinh Thi Le Thanh, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, stated clearly: The amendment and supplementation of Resolution 52 is one of many solutions to reduce the number of third births and improve the quality of the population. Ms. Dinh Thi Le Thanh requested the Nghe An Department of Health to finalize the proposed contents based on specific calculations and in accordance with relevant legal regulations.
