Proposal to raise local bonus for those who do not have a third child
(Baonghean.vn) -On the morning of April 13, the Provincial People's Committee listened to and commented on the draft submitted to the Provincial People's Council to supplement and amend Resolution No. 52/2012/NQ-HDND regulating a number of policies on Population - Family Planning in the province. Resolution 52 of the Provincial People's Council after 3 years of implementation has come into effect, practically contributing to controlling the rapid population growth rate, reducing the crude birth rate from 19.5% (2012) to 17.21% (2014), similarly reducing the third child birth rate from 18.18% to 17.21%, the population growth rate decreased to 1.08%; Sustainably maintaining the rate of couples implementing contraceptive measures annually from 76%-79%, the rate of couples in childbearing age committed to implementing the annual population and family planning policy reached 86-87%; Population quality is increasingly improving.
However, up to now, the results achieved in population and family planning work are not really solid, not reaching the replacement fertility rate as set out; The birth rate and third child birth rate in Nghe An are still high; The gender imbalance rate is still at an alarming level; especially the situation of cadres and party members having third children is still happening in many localities, causing negative impacts on movements.... Currently, some contents in Resolution 52 are no longer suitable to the actual situation in the new situation, requiring amendments and supplements.

The content of the amendment and supplement to the Resolution that the Department of Health advised to propose is to increase the bonus level for communes, wards and towns that do not have a third or more child in a year by 4 times compared to before: 1 year from 5 million VND to 20 million VND, 2 years from 10 million VND to 40 million VND, 3 years from 15 million VND to 60 million VND and 4 years from 20 million VND to 80 million VND; Add more content to reward communes, wards and towns that have a third or more child birth rate of 50% compared to the previous year; Increase the level of support for part-time population and family planning workers in hamlets, blocks and villages.
After listening to comments from relevant levels and sectors, concluding the meeting, Comrade Dinh Thi Le Thanh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, stated: Supplementing and amending Resolution 52 is one of many solutions to reduce the number of third children and improve population quality. Comrade Dinh Thi Le Thanh requested the Nghe An Department of Health to complete the proposed contents based on specific calculations and in accordance with legal regulations./.
