This is an official proposal from the Standing Committee of the National Defense and Security Committee following a survey on "the implementation of policies and laws on citizen identification cards".

Accordingly, the Standing Committee of this committee believes that while the Government is submitting the draft Law on Citizen Identity Cards to the National Assembly, it is proposed that the issuance of new-technology identity cards, including those with 12-digit numbers, be temporarily suspended in Hanoi and some other localities to ensure stability in the management and use of citizens' identity cards.

The draft Law on Citizen Identification Cards was presented to the National Assembly for the first time at the current session, and this morning, June 9th, the National Assembly discussed the draft law in committee. Previously, the Prime Minister approved a project for the production, issuance, and management of citizen identification cards using new technology, which the Ministry of Public Security had been piloting since September 2012, with initial implementation nationwide.

Currently, the Ministry of Public Security is actively investing in purchasing equipment and facilities to accelerate the issuance of new-technology identity cards. The Ministry has actively directed efforts to ensure the necessary infrastructure and equipment, gradually implementing the new technology in localities according to their specific conditions and circumstances. It has decided to begin issuing the new-style identity cards in Hanoi from April 1, 2014.

According to surveys conducted by the National Defense and Security Committee in several localities, although the majority of the people agree with and support the issuance of new-style identity cards, some shortcomings still arise because the change in identity card numbers has not been widely publicized or accepted by socio-economic organizations, causing difficulties for citizens' transactions.

According to the Ministry of Public Security's report, from 1999 to the present, the whole country has issued 68,124,934 identity cards (out of a total of 70,482,713 people eligible for identity cards), reaching 96.6%; including 34,090,538 new identity cards, 18,034,383 replacements, and 16,000,013 reissued identity cards.
