Proposal to increase deputy level for committee, reduce council staff

There are many deputy leaders of the People's Council but no additional work, while the work of the district vice chairmen is increasing, putting great pressure.

On the afternoon of March 29, the National Assembly's supervision delegation of the 14th tenure, led by Mr. Uong Chu Luu - Vice Chairman of the National Assembly, had a working session with a number of People's Committees of districts in Can Tho City on the implementation of policies and laws in reforming the state administrative apparatus in the 2011-2016 period.

Reporting to the National Assembly's supervision delegation for the 14th tenure, leaders of the People's Committees of districts and towns said that, although the implementation of policies and laws on state administrative reform in the localities in the 2011-2016 period still encountered many difficulties and problems, in general, state agencies in the localities have reduced their focal points, reduced their bulkiness and somewhat streamlined their staff.

Many localities have had positive changes, especially in people's satisfaction with the State apparatus. Questions and concerns of people, businesses and organizations have been resolved in a reasonable manner, gradually raising the level of people's satisfaction with the State administrative management of the People's Committees at the district and ward levels.

There are still some limitations in the implementation of administrative reform such as: The allocated staff is small, but the workload is large, affecting the quality of work. Allowances for non-professional staff at ward and commune levels are still low...

Regarding this issue, Mr. Duong Tan Hien - Chairman of Ninh Kieu District People's Committee said: "There are 2 Vice Chairmen of the District People's Council and 2 full-time staff of the Economic-Social Committee and the Legal Committee. I think that this number is large but the work requirements do not arise. Meanwhile, at the District People's Committee, there are only 2 Vice Chairmen but the workload is increasing. Therefore, the work pressure is very large, making it difficult to complete the task. I suggest that it is necessary to consider increasing the number of Vice Chairmen of the People's Committee and possibly reducing the full-time staff of the District People's Council."

Concluding the working session, Mr. Uong Chu Luu said that the implementation of policies and laws on reforming the State administrative apparatus in recent times in districts has reduced the number of focal points, reduced the cumbersomeness and somewhat streamlined the payroll.

However, this implementation is still not thorough, it is necessary to promote the streamlining of the payroll. There is a need for solutions to promote the socialization of career activities and public services in some areas to attract more resources from society to contribute to the streamlining of the payroll.

"In the future, implementing the Central's policy, organizing departments, branches, and offices in a multi-sectoral, multi-field direction. We must continue to review and make it more scientific and appropriate, so that one task can be done by one agency, but one agency and one person can also do many tasks, as long as efficiency is ensured," Mr. Uong Chu Luu emphasized./.
