Proposal to reclaim Ba Rac land (old)

(Baonghean.vn)- Voters of Vinh city proposed that the province reclaim the old Ba Rac land in Le Mao ward to invest in building a kindergarten.

Regarding this issue, the Provincial People's Committee responded as follows:

The Ba Rac (old) land plot in Le Mao ward was leased by the Provincial People's Committee to SABECO Song Lam Packaging Joint Stock Company to implement the SABECO Trade Service Complex Project with a total land use area of ​​3,395.7 m²; Construction land area: 1,058.4 m², trees: 2,394.0 m2; Construction of 4-storey building items and auxiliary works.

Up to now, the project has completed legal procedures. On July 6, 2015, the Interdisciplinary Inspection Team established under Decision No. 1272/QD-UBND dated April 2, 2015 of the Provincial People's Committee, headed by the Department of Natural Resources and Environment, inspected the project. After inspection, the project implementation results were as follows:

- The project has been allocated land in the field and cleared the site, currently there are no problems;

- Planning, land, environment, fire prevention and fighting documents have been fully prepared by the investor according to regulations.

- The investor has fulfilled all financial obligations.

- Regarding construction progress: Currently, the investor has not built any works on the land. The project is behind schedule compared to the approved Investment Certificate (completed and put into use in 2014); the land is delayed for more than 12 months compared to Decision No. 641/QD-UBND.DC dated December 30, 2013 of the Provincial People's Committee.

On December 10, 2015, the Provincial People's Committee issued Decision No. 5813/QD-UBND approving the inspection results of the Interdisciplinary Inspection Team inspecting projects that are behind schedule and not implemented in the province.

Accordingly, for the SABECO commercial service complex project at No. 02, Ngu Hai Street, invested by SABECO Song Lam Packaging Joint Stock Company, the Provincial People's Committee has extended the implementation period by 24 months from December 10, 2015. At the same time, the Department of Natural Resources and Environment has been assigned to issue a written notice and urge the investor to implement and put the project into operation soon.

After the extended deadline, if the investor does not implement, the Provincial People's Committee will advise the project to be revoked.
