Proposal to prosecute 7 defendants in the case of falsifying aquatic food inspection certificates

The defendants issued 6 fake documents of the Directorate of Fisheries, licensing more than 900 aquatic feed products of more than 100 enterprises into the list of permitted circulation, illegally profiting more than 7.3 billion VND.

On December 18, the Security Investigation Agency, Ministry of Public Security, issued a conclusion on the investigation into the case of "Forgery in work" that occurred at the Center for Testing, Inspection and Certification of Aquaculture (Center 3K), under the Directorate of Fisheries, Ministry of Agriculture and Rural Development.

The Investigation Security Agency transferred the case file to the Procuracy to propose prosecuting 7 defendants, including: Bui Duc Quy, former director of the 3K Center; Nguyen Thi Ha, former office staff; Do Thi Ha, former staff of the Testing Department; Nguyen Van Dung, former staff of the Testing and Inspection Department; Nguyen Huy Ban, former office staff; Vu Thi Thu, former staff of the Southeast Center and Le Tuan Anh, former Deputy Head of the Administrative Management Department, Office of the Directorate of Fisheries.

The investigation results determined that from 2014 to March 2015, the defendants, who were former leaders and officers of the 3K Center and the Office of the Directorate of Fisheries, took advantage of their positions and powers to violate their duties, issuing 6 fake documents of the Directorate of Fisheries to license more than 900 aquatic feed products and environmental treatment products of more than 100 enterprises to the list of products allowed to circulate in Vietnam in order to illegally profit more than 7.3 billion VND...

This behavior of the defendants caused economic damage to aquaculture farmers.

Defendant Bui Duc Quy, while still the director of the 3K center, approved and signed all product file appraisal forms backdated to 2013 in 3 official dispatches; approved and initialed many official dispatches and appendices of official dispatches for the signature of the Deputy Director General of the General Department of Fisheries.

In March 2015, although he was no longer the director, Quy still initialed an appendix to official dispatch 1382.

Quy also approved and signed all appraisal forms; approved and initialed the appendices in 6 official dispatches without checking the appendices that were issued. Despite knowing about the violations, Quy still let his subordinates carry them out and illegally profited more than 900 million VND.

Notably, defendant Do Thi Ha agreed with businesses to pay from 5-25 million VND/product to put the product on the list of products allowed for circulation.

Ha and Nguyen Huy Ban cut and pasted the signature of Mr. Nguyen Huy Dien - Deputy Director General of Fisheries, then photocopied and duplicated the document, stamped it and issued it.

The investigation agency determined that Ha illegally profited more than 3 billion VND.
