Proposal to prosecute the accused who 'accepted to run a case' to defraud 1 billion VND
Nguyen Trong Thanh admitted that he did not know anyone in the police force but promised to "take over the case" in exchange for 1 billion VND to spend.
On September 27, the Ho Chi Minh City Police Investigation Agency announced that it had just completed the investigation conclusion and transferred it to the People's Procuracy at the same level to propose prosecuting the accused Nguyen Trong Thanh (born 1978, from Hai Duong) for the crime of "Fraudulent appropriation of property".
According to the conclusion, in June 2019, Nguyen Duc Du and Huynh Nam Truong Tin discussed opening a cockfighting arena for"gambler"kill and eat money to get 5% commission.
Du gave Tin 150 million VND as capital to open a cockfighting arena.
On June 21, 2019, Tin rented an empty plot of land in Ba Diem commune (Hoc Mon district) to open a gambling den.
During the time the cockfighting arena was in operation, Du had his own work so he handed over the entire cockfighting arena to Tin to manage and organize.
On July 21, 2019, Du was in Dong Nai when he heard that the police caught Tin red-handed while organizing a gambling den, so Du fled.
After that, Du returned from Ben Tre to Ho Chi Minh City to investigate the situation and got to know Thanh through a friend.
After talking at the coffee shop, Thanh said he knew someone in the Criminal Police Department, City Police, so he promised to help Du avoid being prosecuted for organizing gambling.
On the evening of August 16, 2019, Du's wife brought 1 billion VND to Du, then Du asked someone to give Thanh this amount of money to run the case. After receiving the money, Thanh told Du that the matter was done and that he would return home when Thanh called.
However, on the afternoon of August 19, 2019, while Du was at home, he was invited by the police to come in for questioning. After that, Du was prosecuted and detained by the Ho Chi Minh City Police for "Organizing gambling."
When arrested, Du filed a complaint accusing Nguyen Trong Thanh of receiving 1 billion VND to escape punishment but was still arrested.
From there, the police arrested Thanh. Thanh admitted that he did not know anyone in the police force but had promised to "take over the case" in order to get money to spend.
During the investigation, Thanh denied receiving 1 billion VND. However, from the camera footage and statements of the people involved, the Investigation Agency concluded that there was sufficient evidence to determine that Thanh had fraudulently appropriated 1 billion VND./.
