Proposal to prosecute former Deputy Minister of Labor, War Invalids and Social Affairs

Defendant Le Bach Hong, former Deputy Minister of Labor, War Invalids and Social Affairs, and five other defendants, leaders of Vietnam Social Security, were proposed to be prosecuted for violations causing a loss of 1,700 billion VND.

On May 4, the Ministry of Public Security's Investigation Police Agency completed the investigation conclusion of the case of "Intentionally violating State regulations on economic management causing serious consequences" occurring at Vietnam Social Security (VSS), Financial Leasing Company II (ALC II Company) and a number of other related units.

At the same time, the investigation agency transferred the case file to the Supreme People's Procuracy to prosecute Mr. Le Bach Hong, former Deputy Minister of Labor, War Invalids and Social Affairs, for the crime of "Intentionally violating State regulations on economic management, causing serious consequences".

Four other defendants were also prosecuted for the above crime, including: Nguyen Huy Ban, former General Director of Vietnam Social Security; Nguyen Phuoc Tuong, former Head of the Planning and Finance Department; Tran Tien Vy, former Head of the Planning and Synthesis Department, Planning and Finance Department; Hoang Ha, former Head of the Planning and Synthesis Department, Planning and Finance Department, Vietnam Social Security.

Defendant Tran Thanh Thuy, former specialist of the Planning - Synthesis Department, Planning - Finance Department, Vietnam Social Security, was proposed to be prosecuted for the crime of "Lack of responsibility causing serious consequences".

Mr. Hong and the above defendants were arrested during the Ministry of Public Security's investigation into the second phase of the case of Vu Quoc Hao and his accomplices.

Investigation results determined that in 2011, Vietnam Social Security lent more than the guarantee limit to ALC II Company, whose general director was Vu Quoc Hao, with a total outstanding debt of more than 1,000 billion VND.

According to regulations, Vietnam Social Security is only allowed to borrow capital from state-owned commercial banks. By 2015, the State Audit inspected and determined that there was no progress in recovering public debt at ALC II Company.

By the end of December 2015, Vietnam Social Security had not yet recovered all of the principal and interest of ALC II Company, with the amount of VND 769 billion in overdue capital and VND 735 billion in interest. The reason was that ALC II Company was unable to repay the debt. Up to now, including principal and interest, ALC II Company still owes the Social Security more than VND 1,700 billion.

Before being arrested, in 2012 Mr. Hong was disciplined with a Party reprimand due to many violations.
