On October 8, 2019, Nghi Phu Commune People's Committee officials informed Nghe An Newspaper that the Department of Natural Resources and Environment had issued Document No. 5377/STNMT-QLDD on reporting to the Provincial People's Committee to allocate land to Ms. Nguyen Thi Thuy, 52 years old, permanent resident at the collective housing area of ​​the Vocational Training Center for the Disabled (Hamlet 8, Nghi Phu Commune, Vinh City).

As stated in this document, on June 25, 2019, the Provincial People's Committee issued an Official Dispatch assigning the Department of Natural Resources and Environment to preside over and coordinate with relevant agencies to consider the proposal of the Vinh City People's Committee in Official Dispatch No. 3566/UBND-TNMT dated June 19, 2019 on requesting the policy of land allocation without auction of land use rights at the KTT Vocational Training Center for the Disabled in Nghi Phu Commune, Vinh City.

Implementing the direction of the Provincial People's Committee, the Department of Natural Resources and Environment has requested relevant departments to give their opinions on the proposal of the Vinh City People's Committee. After receiving the feedback, based on current regulations, the Department of Natural Resources and Environment synthesizes and reports to the Provincial People's Committee with the following content: According to the Report in Official Dispatch No. 3566/UBND-TNMT of the Vinh City People's Committee, Ms. Nguyen Thi Thuy's household used the house to live at the Collective Housing Area of ​​the Vocational Training Center for the Disabled from 1989 until the time of site clearance in 2018.

Ms. Thuy currently has no house or land in Vinh city and is a household in difficult circumstances. Currently, according to the detailed planning for the construction of residential land plots for the Vocational Training Center for the Disabled approved by the Vinh City People's Committee in Decision 3269/QD-UBND dated June 4, 2015, 17/23 plots of land have been allocated, while 6/23 plots have not been allocated.

Although Ms. Thuy is not an officer or employee of the Vocational Training Center for the Disabled, she used to work at the Vocational Training Center for the Disabled (contract officer). Although she was not allowed to buy the house on the land, her family used the house to live in this collective area from 1989 until the time of site clearance in 2018. Currently, Ms. Thuy's family does not have any other house or land in Nghi Phu commune and Ms. Thuy's family is a poor household.

Therefore, pursuant to Point 3, Clause 3, Article 1 of Decision No. 39/QD-UBND dated September 10, 2018 of the Provincial People's Committee on amending and supplementing a number of articles of the regulations on compensation, support and resettlement issued in Decision No. 58/QD-UBND dated October 13, 2015 of the Provincial People's Committee, the Department of Natural Resources and Environment agrees with the opinion of the Department of Finance in Official Dispatch No. 3097/STC-QLG&CS dated September 11, 2019, and the proposal of the People's Committee of Vinh City in Official Dispatch No. 3566/UBND-TNMT dated June 19, 2019, respectfully requests the Provincial People's Committee to assign the People's Committee of Vinh City. Vinh inspected and reviewed the conditions, standards, and subjects according to the provisions of Decision No. 78/QD-UBND dated October 27, 2014 (amended in Decision No. 58/QD-UBND dated September 5, 2018) to consider allocating to Ms. Thuy a plot of land with land use fees collected from the total of 6 remaining plots of land mentioned above (not through auction of land use rights) at the Collective Housing Area of ​​the Vocational Training Center for the Disabled in Nghi Phu Commune, Vinh City according to current regulations.

Through verification, Nghe An Newspaper determined that the situation of Ms. Nguyen Thi Thuy's family is worthy of attention; Ms. Thuy's wishes regarding the issue of residential land at the Vocational Training Center for the Disabled are legitimate and have a basis for inspection and consideration by competent authorities. Therefore, on April 18, 2019, Nghe An Electronic Newspaper informed about issues related to Ms. Nguyen Thi Thuy through the article "The feelings of a single woman longing for a piece of land to settle down".
