(Baonghean.vn) - On the afternoon of November 23, the Department of Culture and Society held a meeting to review draft resolutions and reports before the 11th session of the Provincial People's Council.

Proposing 4 support policies for preserving and promoting cultural heritage

Nghe An has 2,602 inventoried relics and scenic spots, of which 476 relics and scenic spots have been ranked, including 5 special national relics, 144 national relics and 326 provincial relics; 546 inventoried intangible cultural heritages, with 7 heritages included in the list of national intangible cultural heritages.

Preserving cultural heritage is a necessary and urgent task that requires investment of resources. However, the process of preserving and promoting cultural heritage still faces many limitations and shortcomings.

On that basis, the Provincial People's Committee submitted to the Provincial People's Council a Resolution stipulating a number of policies to preserve and promote the value of cultural heritage in Nghe An province for the period 2023-2027.

The content of the draft resolution focuses on four policy groups: Support for protection and care work at ranked relics in the province; Support funding for propaganda and organization of certificate receiving ceremonies for relics after the ranking decision; Support funding for restoration and embellishment of ranked relics; Support for the conservation and promotion of intangible cultural heritages that have been listed by the Ministry of Culture, Sports and Tourism in the list of national intangible cultural heritages in the province.

At the review session, the delegates agreed on the necessity of submitting this Resolution to the Provincial People's Council for consideration and promulgation; at the same time, they gave many comments related to the content, especially the provisions in the draft.

Chu Duc Thai, Head of the Culture and Society Committee of the Provincial People's Council, said that this is the issue that voters are most concerned about. Many relics have degraded and faded away over time. In the new education program, there is education about local history. Accordingly, relics are a red address in education.

Delegates suggested clarifying some contents such as: the scope of regulation and applicable subjects are not yet consistent; besides transparency, support needs to be purposeful and effective.

At the meeting, many opinions expressed concerns about the difficulty in funding for implementation. According to the draft Resolution: the total estimated funding for the entire 2023-2027 period is about 80-85 billion VND; the total support capital from the provincial budget in the 2023-2027 period is a maximum of 50 billion VND. Delegates requested clarification of the specific funding source, the number of relics to be restored and embellished annually, and the order of priority, in order to balance the supply, avoiding the situation where the period has not yet ended but the resources have been exhausted.

Regarding this content, the representative of the Department of Finance said that the regulation of support resources in the period of maximum 50 billion VND will help relevant departments and branches to be proactive in allocating funds, not putting great pressure on the provincial budget. The Department of Finance will proactively evaluate and plan to arrange within the support capacity of the provincial budget annually.

Care about children's mental health

Also at the meeting, the Committee for Culture and Society, the Provincial People's Council and delegates reviewed the content of the reports of the Provincial People's Committee: On the implementation of the National Target Program on Sustainable Poverty Reduction in 2022, tasks in 2023; On the implementation of policies and laws on occupational safety and hygiene in the province in 2022, tasks in 2023; On the implementation of children's rights, resolving children's issues in the province in 2022, tasks in 2023.

Regarding children's issues, many delegates suggested that attention should be paid to mental health care for this group, as well as school counseling support. If there is no right approach and proper handling, it will be the source of other problems for children such as: suicide, depression, school violence...

Concluding the meeting, comrade Chu Duc Thai - Head of the Culture - Social Committee, Provincial People's Council requested the drafting agency to absorb the comments, review and complete the draft Resolution and reports to submit to the Provincial People's Council in the 11th Session.
