Proposal for 7 subjects to be exempted or have train tickets reduced
Seven subjects are exempted from or have their train tickets reduced by the Ministry of Transport in the draft Decree detailing and guiding the implementation of a number of articles of the Railway Law.
7 subjects include: 1. Revolutionary activists before the August 19, 1945 General Uprising; 2. Vietnamese Heroic Mothers; 3. War invalids, people enjoying policies like war invalids; 4. Resistance activists infected with toxic chemicals; 5. People with especially severe disabilities, people with severe disabilities; 6. Children under 6 years old; 7. Elderly people.

The draft clearly states the regulations on ticket exemption and reduction for each social policy subject as follows:
Free fare applies to children under 6 years old traveling with an adult. Free fare children must share the same seat as the accompanying adult. Each adult can bring no more than 2 free fare children.
Ticket discounts apply to the following subjects: 90% discount on ticket prices applies to revolutionary activists before the August 19, 1945 General Uprising; Vietnamese heroic mothers. 30% discount on ticket prices applies to war invalids, people enjoying policies like war invalids; victims of toxic chemicals. Ticket discounts for people with especially severe disabilities; people with severe disabilities; and the elderly are implemented in accordance with the provisions of the law on people with disabilities and the elderly.
The draft clearly states that the ticket price reduction according to the above regulations is applied according to the actual ticket price of the seat type and train type that the subject uses.
Exemption and reduction of ticket prices for the above-mentioned social policy subjects when traveling on international passenger trains are implemented according to the provisions of international treaties to which the Socialist Republic of Vietnam is a member.
According to the draft, based on specific conditions and time, railway passenger transport businesses can expand the subjects eligible for exemption or reduction of ticket prices and adjust the discount level for social policy subjects accordingly, but ensure that it is not lower than the above prescribed level.
In case a social policy beneficiary traveling by train is entitled to two or more discount fares, he/she will only be entitled to the highest discount fare. The person who is exempted or has a discount fare for a train ticket must present a certificate of eligibility and identification when purchasing a ticket and traveling by train.
The exemption and reduction of ticket prices for social policy beneficiaries when traveling by urban railway is specifically regulated by the People's Committee of the province that operates the urban railway.
