Proposal to add 20 decentralization contents to departments, branches and district levels in Nghe An
The Provincial People's Committee has developed a Project to promote decentralization for the People's Committees at district and commune levels and specialized agencies under the Provincial People's Committee and drafted a resolution to submit to the Provincial People's Council for consideration and approval of this project at the regular session in mid-2024.

This is the content to continue implementing Resolution No. 04, dated January 10, 2022 of the Government on promoting decentralization and delegation of power in state management; at the same time, creating initiative and efficiency in the process of performing tasks under the management authority of provincial departments, branches and sectors and district People's Committees.
Accordingly, in addition to continuing to decentralize 30 contents, belonging to 8 decentralized fields; the Provincial People's Committee continues to propose to decentralize 20 additional contents, belonging to 6 fields: industry and trade; education and training; construction; transportation; labor, war invalids and social affairs; agriculture and rural development.
There are 2 decentralized agencies, including the Provincial People's Committee and provincial-level departments and branches; agencies and units receiving decentralized authority, including provincial-level departments and branches, district-level People's Committees, district-level specialized departments, commune-level People's Committees, and public service units.
Specifically, in the field of industry and trade, the Provincial People's Committee delegated authority to the Department of Industry and Trade to announce locations for organizing trade fairs and exhibitions and priority areas for organizing trade fairs and exhibitions in the province in the following year.
The Department of Industry and Trade delegates authority to the Economic Department/Infrastructure Economic Department at the district level to guide and inspect supermarket traders in implementing standards and classifying class 3 supermarkets; guide supermarket traders in developing and implementing regulations for supermarkets and commercial centers; and approve regulations for class 3 supermarkets.

In the field of education and training, the Provincial People's Committee has delegated to the Department of Education and Training direct financial management of public high schools, Hoa Sen Kindergarten, Nghe An Continuing Education - Career Guidance Center and Nghe An Continuing Education Center No. 2; established external assessment teams to recognize schools that meet national standards.
In the field of construction, the Provincial People's Committee decentralizes to the District People's Committee the management of shared use of technical infrastructure works; management of urban trees; and management of urban lighting in the area.
The Provincial People's Committee decentralizes to the District and Commune People's Committees the management of drainage and wastewater treatment in the area under its management; the management of cemeteries and crematoriums in the area; decentralizes to specialized agencies and People's Committees at all levels the management of water supply activities.

In the field of transportation, the Provincial People's Committee delegates authority to the Department of Transportation and the District People's Committees to liquidate traffic infrastructure assets under the management of Nghe An province; handle road traffic infrastructure assets in case of loss or damage under the management of the province.
In the field of labor, war invalids and social affairs, the Provincial People's Committee delegates authority to the Department of Labor, War Invalids and Social Affairs to approve the salary and remuneration fund, the previous year's bonus fund and the planned salary and remuneration fund for managers of single-member limited liability companies owned by the Provincial or City People's Committee.

In the field of agriculture and rural development, the Provincial People's Committee decentralizes to the District People's Committee the appraisal and approval of projects and production linkage plans under national target programs with the scope of linkage implementation in a district, town or city according to the allocated capital source (except for content 2 of sub-project 2, under project 3 of the National Target Program approved in Decision No. 1719, dated October 14, 2021 of the Prime Minister).
The above decentralization contents will be considered and approved by the 18th Provincial People's Council, term 2021 - 2026, at the regular session in mid-2024 (21st session) according to its authority before implementation.
