Accordingly, recently, the type of transport business with less than 9 seats operating as taxis has been developing rapidly, the number of vehicles has increased rapidly, making it difficult to control. However, because this type of vehicle is in the pilot period, there is no clear identification, so it violates many regulations on traffic safety and order such as entering streets where taxis and contract vehicles are prohibited, operating illegally at airports, doing business without being granted a business vehicle badge, vehicles from other provinces pouring into Hanoi and Ho Chi Minh City to do business...
The above situation causes many consequences for society such as increased traffic congestion, unfair competition with traditional taxis, loss of revenue to the budget, and also causes many difficulties for authorities when regulating traffic and handling violations.
Therefore, to facilitate vehicle management, help authorities and people easily identify transport vehicles, especially vehicles with less than 9 seats, avoid fraud and dishonest business practices by vehicle owners, and create conditions for building a transparent business environment, these associations propose that for all transport vehicles, the license plate background should be yellow, with black letters and numbers.
At the same time, to create the most favorable conditions for people and businesses when changing license plates, the associations proposed to cut down on procedures when changing license plates, only changing the color of the license plate, keeping the old number, and exempting people and businesses from paying fees when changing license plates. "In the case that vehicles stop operating in the transport business, they will be converted back to white background plates with black numbers...", the taxi associations proposed.
