Proposal to discipline 6 former leaders of the Oil and Gas Group

These retired officials committed violations related to trillion-dollar loss projects of the Vietnam Oil and Gas Group (PVN).

Responding to VnExpress, Deputy Minister of Industry and Trade Do Thang Hai said that this agency has just sent a report to the Central Party Secretariat and competent agencies on handling individuals and groups that committed violations related to biofuel projects and Dinh Vu Fiber and Fiber Factory (PVTex), belonging to the Vietnam Oil and Gas Group (PVN).

According to this report, the Ministry of Industry and Trade proposed disciplinary action of reprimand for 6 officials who used to work at PVN, all of whom were former members of the PVN Board of Directors during the 2006-2015 period.

Specifically, the 6 individuals include Ms. Phan Thi Hoa - former member of the Board of Directors of PVN (2006 - 2010); Mr. Hoang Xuan Hung - former member of the Board of Directors (2006 - 2012); Mr. Vu Khanh Truong, former member of the Board of Directors of PVN; Mr. Do Van Dao, former member of the Board of Members of PVN; Mr. Nguyen Thanh Liem, former member of the Board of Members and Mr. Nguyen Xuan Thang, former member of the Board of Members.

Proposed disciplinary action against 6 former PVN leaders due to violations at PVTex and biofuel projects.

Deputy Minister Hai said that the violations of these individuals were mentioned in the inspection conclusion of the investment in biofuel projects and the Dinh Vu Fiber Factory project. In addition, the 6 above-mentioned personnel also committed violations in not fully performing their responsibilities in supervising the capital representatives at the units of Vietnam Oil Corporation, Central Petroleum Biofuel Joint Stock Company, Quang Ngai Petroleum Services Joint Stock Company, Vietnam Oil and Gas Construction Joint Stock Corporation and Petroleum Petrochemical and Fiber Joint Stock Company...

Because these individuals have retired and current laws do not have regulations on disciplinary action against retired leaders of state-owned enterprises, the Ministry of Industry and Trade reports to competent authorities for consideration and decision.

"This is a proposal from the Ministry, the final disciplinary decision awaits approval from the competent authority," said a spokesperson for the Ministry of Industry and Trade.

Biofuel and PVTex projects are among 12 loss-making projects of the Ministry of Industry and Trade that are being remedied. Many proposed solutions have been proposed to suit the "health" of each project, but have not yet been "finalized".

The total investment capital poured into these 5 projects was over 21,250 billion VND. By the end of 2016, the total accumulated loss, excluding the Phu Tho Ethanol project which stopped production when only 78% of construction was completed, was over 9,000 billion VND.

Regarding the 3 biofuel projects, according to the Government Inspectorate, the total payment by the end of 2014 was more than 5,400 billion, but none of them were effective.

In July, Deputy Prime Minister Truong Hoa Binh requested the Ministry of Public Security to urgently investigate and handle violations by individuals and organizations in three of PVN's five loss-making projects: PVTex, Phu Tho Ethanol Biofuel Plant, and Dung Quat Ethanol.
