Responding to a question from the press about the recent proposal by the Hanoi City Police Department that each citizen should only be allowed to own one car and one license plate to limit personal vehicles and reduce traffic congestion, Mr. Tu said that this proposal will be discussed at the Government meeting this afternoon.

According to Mr. Tu, the proposal of the Traffic Police Department of Hanoi City Police is not completely legal, not reasonable, and not the optimal solution in the context of needing to respect human rights, civil rights, and property rights.

“If we restrict human rights, civil rights, and property rights, it is not in accordance with the Constitution, because the Constitution stipulates that the restriction of these rights must be in accordance with the provisions of the law, for reasons of national defense, security, or public health,” said Mr. Tu.

In his personal opinion, Mr. Tu said that in order to solve traffic congestion, it is necessary to synchronously implement many solutions from investment in infrastructure construction to legal regulations in state management.

“If you want to limit private vehicles, you can collect taxes and fees on each vehicle. For example, people who want to own a second, third or more cars will be taxed very high,” Mr. Tu analyzed.

Mr. Do Duc Hien - Chief of Office of the Ministry of Justice - who chaired the press conference, also said that the departments are still discussing solutions to find the best plan to limit private vehicles and reduce traffic congestion.

"The best solution must ensure both state management requirements and human rights, civil rights, and citizens' right to travel," said Mr. Hien.
