The latest proposal studies a special mechanism for 4-wheel electric vehicles to serve tourists in Cua Lo ward.

Report No. 191/BC-UBND dated June 30, 2025 of Vinh City People's Committee immediately before the end of that activity, was sent to the Provincial People's Committee, Department of Construction and Provincial Police.

The above report stated: The pilot project of electric cars operating to serve passengers in Cua Lo town was allowed to operate on a pilot basis by the Prime Minister in Document No. 703/TTg-KTN dated May 4, 2011; and the Provincial People's Committee approved the pilot project in Decision No. 2015/QD-UBND-CN dated June 7, 2011. Since then, the People's Committee of Cua Lo town (old) has deployed operations in accordance with regulations; the number of vehicles currently allowed to operate is 278.

During the pilot implementation, the operation of 4-wheel electric vehicles carrying tourists in the old town of Cua Lo basically complied with the regulations of the Provincial People's Committee, achieving many results such as:

Create a friendly and stable environment for Cua Lo tourism to develop; Create jobs for local children; Diversify tourism services; meet the travel and sightseeing needs of tourists within Cua Lo; Create a good impression for Cua Lo tourism; ensure safety for tourists when participating in traffic, have fare meters according to regulations.

Electric vehicle activities have become a typical brand of Cua Lo beach tourism due to its open space, easy sightseeing while moving, and flexible movement on tourist routes, helping tourists easily visit and explore tourist attractions. The 4-wheel electric vehicle has created civilization, friendliness, and does not pollute the environment thanks to green energy, compact design, high carrying capacity, noise reduction, and low moving speed, ensuring safety in traffic; creating convenience for passengers as well as ensuring traffic order and safety, being welcomed by passengers and evaluated as suitable for travel needs in Cua Lo area.

The operation of 4-wheel electric vehicles serving tourists not only creates stable jobs for many households, increases budget revenue from operating taxes, but is also a brand that attracts more tourists to Cua Lo beach tourism.

Regarding the need to develop 4-wheel electric vehicle activities in Cua Lo and surrounding areas, according to a survey by the People's Committee of Vinh City (old), most tourists coming to Cua Lo want to experience this type of transportation; especially tourists using public transport such as trains, cars, planes or large groups of tourists on tours when coming to Cua Lo tourist area.

The survey also shows that tourists have a very high demand for using 4-wheel electric vehicles as a means of transportation to visit tourist attractions such as Cua Hoi Bridge, Nguyen Su Hoi Temple, Nguyen Xi Temple, Phuc Lac Pagoda... Therefore, it is very necessary to continue maintaining the operation of this type of vehicle in the Cua Lo tourist area.

Regarding traffic infrastructure in Cua Lo area, the People's Committee of Vinh City (old) reported: In recent years, the traffic infrastructure has been invested in synchronously, in which many major roads have been upgraded and expanded such as Binh Minh road, the traffic road connecting Vinh - Cua Lo... The inner-city roads have also been painted, marked with lanes, equipped with a full system of traffic signs and signals, ensuring safe traffic for vehicles.

At the same time, the People's Committee of Vinh City (old) affirmed that all 278 4-wheel electric vehicles carrying tourists in Cua Lo area have participated in the Cua Lo Tourism Cooperative, in compliance with the provisions of Decree No. 158/2024/ND-CP dated December 18, 2024 of the Government. In the coming time, the operation of 278 4-wheel electric vehicles will be operated and managed by the Cua Lo Tourism Cooperative; state management agencies will only conduct inspection and supervision of the Cua Lo Tourism Cooperative, and will no longer have to directly manage each individual with a 4-wheel electric vehicle as at present.

Regarding difficulties and obstacles, according to the People's Committee of Vinh City (old), the pilot operation of 4-wheel electric vehicles carrying tourists has ended; from January 1, 2025, passenger transport business by 4-wheel electric vehicles with engines will be carried out according to the provisions of the Law on Road Traffic Order and Safety and the Road Law, Decree No. 158/2024/ND-CP dated December 18, 2024 and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, so there are some problems.

Specifically, Clause 2, Article 24 of Decree 165/2024/ND-CP stipulates: "From February 15, 2025: for 4-wheeled motor vehicles, only operate on roads with signs indicating a maximum operating speed of 30 km/h applicable to all vehicles participating in traffic".

On March 11, 2025, the Provincial People's Committee issued Document No. 1733/UBND-CN on the management of the operation of four-wheeled motor vehicles according to the provisions of the Law on Road Traffic Order and Safety and the Road Law. On March 27, 2025, the Department of Construction issued Document No. 1404/SXD-VT on the management of the operation of four-wheeled motor vehicles according to the provisions of the Law on Road Traffic Order and Safety and the Road Law. On May 27, 2025, the Provincial People's Committee issued Decision No. 36/2025/QD-UBND on the management of rudimentary vehicles, four-wheeled motor vehicles, motorbikes and mopeds in Nghe An province.

The directive contents of the above documents all require the operation of 4-wheel electric vehicles to comply with Clause 2, Article 24 of Decree 165/2024/ND-CP of the Government.

Meanwhile, on the routes where 4-wheeled motor vehicles are allowed to circulate in the old town of Cua Lo, the investment has been made in a synchronous manner, with a maximum speed design for motor vehicles of at least 50 km/h. There is no route with a maximum operating speed of 30 km/h for all types of vehicles participating in traffic.

Therefore, according to regulations, all 4-wheeled motor vehicles in Cua Lo area do not have routes qualified to transport tourists.

According to the People's Committee of Vinh City (old), the operation of 4-wheeled motor vehicles carrying passengers is very necessary. However, due to some of the above problems, from May 9, 2025, the People's Committee of Vinh City (old) established an interdisciplinary working group to advise on solving related issues (including inviting representatives of the Department of Construction, Traffic Police Department - Provincial Police, and Provincial Traffic Safety Committee to participate). The working group organized a field inspection to advise on solving related issues.

Based on the proposal of the Working Group, the People's Committee of Vinh City (old) has guided the associations and branches of 4-wheel electric vehicles to establish the Cua Lo Tourism Cooperative with the participation of 278 vehicle owners as members. At the same time, the Cooperative has been guided to complete the legal procedures to be qualified to operate the transportation business.

At the same time, we have surveyed and zoned off parking spots for 4-wheeled vehicles with engines for passenger transport business combined with free parking lots in the existing park area east of Binh Minh Street; studied line marking and parking on roads with a width of 30m or more.

But to ensure that 4-wheel electric vehicles carrying tourists can operate in Cua Lo and surrounding areas, the People's Committee of Vinh City (old) proposed and requested the Provincial People's Committee to consider the following contents:

1. Direct relevant departments, branches, sectors and units to facilitate guidance and support on documents and administrative procedures so that Cua Lo Tourism Cooperative has sufficient conditions to operate 4-wheeled motor vehicles to transport tourists. At the same time, request Cua Lo Tourism Cooperative to proactively regulate the number of vehicles to suit the reality, meet the needs of tourists, and ensure the infrastructure of Cua Lo ward.

2. Research on specific and separate mechanisms to remove difficulties for the operation of 4-wheeled motor vehicles serving tourists in Cua Lo ward.

3. Propose that the People's Committee of Cua Lo Ward proactively coordinate with relevant departments, branches, sectors and units to study and propose solutions and mechanisms to have plans to remove difficulties for the operation of 4-wheeled motor vehicles serving tourists.
