New proposal on assessment and classification of cadres, civil servants and public employees
The Ministry of Home Affairs is drafting a Decree on assessment and classification of cadres, civil servants and public employees to replace Decree 56/2015/ND-CP which has been amended and supplemented by Decree 88/2017/ND-CP.

The Ministry of Home Affairs said that Decree 56/2015/ND-CP of the Government on assessment and classification of cadres, civil servants and public employees (CBCCVC) has created a legal basis for agencies and organizations to carry out the assessment and classification of CBCCVC according to strict processes and procedures with relatively specific and detailed criteria and assessment and classification levels. The assessment steps and assessment levels are divided into different levels such as self-assessment, assessment by the collective at the workplace, agencies and organizations monitoring CBCCVC...
Although there have been many innovations in the content and methods of assessment according to job positions, the assessment work still faces many difficulties and shortcomings. Resolution No. 26-NQ/TW dated May 19, 2018 of the 7th Conference of the 12th Party Central Committee on focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task, identifies the work of assessing civil servants as a weak link, not reflecting the reality, not linked to specific results and products, in many cases still emotional, respectful, easygoing or prejudiced, specifically in the following aspects:
Ministries, branches and localities have not yet developed specific evaluation criteria and have no detailed plans to monitor the progress of assigned work for civil servants and public employees, leading to difficulties in the implementation process and inaccurately reflecting the actual level of work completion by civil servants and public employees.
There is no connection in assessment results between the Party, government and organizations, leading to assessments in many places, sometimes formal, overlapping, wasting time and material.
From the above problems, it is necessary to amend the regulations on the evaluation of civil servants and public employees to overcome limitations and shortcomings, and meet the requirements of institutionalizing the Party's guidelines and policies.
Some new contents of the draft Decree
Regarding the assessment level of cadres and civil servants: Based on the provisions of the Law on Cadres and Civil Servants, Decree No. 56 stipulates 4 levels of assessment and classification of cadres and civil servants, including: Excellent completion of tasks, good completion of tasks, completion of tasks but limited capacity and failure to complete tasks.
Institutionalizing Regulation No. 89-QD/TW, the draft Decree stipulates 4 levels of assessment and classification of cadres and civil servants, including the level of Completing tasks instead of the level of Completing tasks but still limited in capacity (ensuring consistency between Party regulations, the Law on Cadres and Civil Servants and the Law on Public Employees).
Regarding assessment criteria: To meet the requirements for managing leadership and management of civil servants, Regulation No. 89-QD/TW has specified criteria on politics, ideology, ethics and lifestyle. Regarding criteria on results of performing professional tasks, Regulation No. 89-QD/TW has added some contents such as developing and implementing action programs, implementing administrative reform, task completion rate of affiliated units and civil servants under management... On that basis, the draft has specified criteria related to assessment and classification of civil servants.
Regarding the interconnection in the evaluation of civil servants, the draft Decree supplements the principle that "The results of the evaluation and classification of civil servants according to the provisions of this Decree are used as the basis for interconnection in the evaluation and classification of party members and union members". On that basis, the draft Decree stipulates the responsibility of the heads of agencies, organizations and units in coordinating with the Party Committees and unions at the same level to unify the interconnection of the use of the evaluation results of civil servants in the evaluation of party members and union members.
