Proposal for new tuition fees in public educational institutions in Nghe An
(Baonghean.vn) - According to the assessment of the Provincial People's Committee, the tuition fee currently applied to public educational institutions in the area is no longer suitable. Therefore, it is necessary to issue a new tuition fee level in accordance with reality and legal regulations.
The Provincial People's Committee believes that the tuition fees currently applied to public educational institutions in the area are no longer appropriate, the tuition fees between different levels of education are too different, not ensuring fairness in access to education, not promoting the socialization of education to share the burden with the State budget and increase the minimum operating costs for public educational institutions in the area. Therefore, it is necessary to issue a new tuition fee to replace the current fee, in accordance with practice and legal regulations.
Therefore, the Provincial People's Committee has drafted a Resolution on tuition fees in public educational institutions; tuition support levels for private primary school students under the management of Nghe An province from the 2022-2023 school year to the 2025-2026 school year to submit to the Provincial People's Council.

The draft Resolution stipulates that tuition fees for direct learning for public preschool and general education institutions that are not self-sufficient in regular expenditures from the 2022-2023 school year to the 2025-2026 school year are divided into 3 regions: urban areas, rural areas, ethnic minority areas and mountainous areas.
Accordingly, for urban areas, the tuition fee for 3 levels: preschool, middle school, high school for the 2022-2023 school year is 300,000 VND/student/month; for the 2023-2024 school year is 315,000 VND/student/month; for the 2024-2025 school year is 330,000 VND/student/month; for the 2025-2026 school year is 345,000 VND/student/month.
For rural areas, the tuition fee for preschool and junior high school in the 2022-2023 school year is 100,000 VND/student/month; in the 2023-2024 school year it is 105,000 VND/student/month; in the 2024-2025 school year it is 110,000 VND/student; in the 2025-2026 school year it is 115,000 VND/student/month. For high school, it is 200,000 - 210,000 - 220,000 - 230,000 VND/student/month according to the above school years.
For ethnic minority and mountainous areas, the tuition fee for preschool and junior high school in the 2022-2023 school year is 50,000 VND/student/month; in the 2023-2024 school year it is 52,000 VND/student; in the 2024-2025 school year it is 54,000 VND/student/month; in the 2025-2026 school year it is 56,000 VND/student/month. For high school, it is 100,000 - 105,000 - 110,000 - 115,000 VND/student/month according to the above school years.
The online tuition fee for public preschool and general education institutions from the 2022-2023 school year to the 2025-2026 school year is 80% of the in-person tuition fee.

The draft Resolution also stipulates the level of support for direct tuition payment for private primary school students who are eligible for tuition exemption and reduction policies according to regulations from the 2022-2023 school year to the 2025-2026 school year.
Specifically, for urban areas, a student will be supported for 4 school years (from the 2022-2023 school year to the 2025-2026 school year), equivalent to 310,000 - 315,000 - 330,000 - 345,000 VND/month; rural areas are: 100,000 - 105,000 - 110,000 - 115,000 VND/student/month; ethnic minority and mountainous areas are: 50,000 - 52,000 - 54,000 - 56,000 VND/student/month.
The level of support for online tuition fees for private primary school students who are eligible for tuition exemption and reduction policies according to regulations from the 2022-2023 school year to the 2025-2026 school year is equal to 80% of the level of support for in-person tuition fees.
The subjects of application are preschool children and high school students studying at public preschool and general education institutions that have not yet self-financed regular expenses in Nghe An province; Educational institutions in the national education system as prescribed by the Law on Education under the management of Nghe An province; Relevant agencies, organizations, units and individuals.
Mr. Chu Duc Thai - Head of the Provincial People's Council's Culture and Society Committee said: The policy development aims to promptly regulate tuition fees in accordance with socio-economic conditions. The new tuition fee is built on the principle of sharing between the State and learners to contribute to reducing the burden on the State budget, meeting the minimum needs for improving facilities and purchasing teaching and learning equipment.

The development of a Resolution regulating tuition fees for public preschool and general education institutions that do not cover regular expenses in Nghe An province in accordance with current regulations.
In particular, the new tuition fee proposed by the Provincial People's Committee is the lowest level compared to the tuition fee framework (floor and ceiling) of the Government.
The Committee for Culture and Society, the Provincial People's Council, requested the drafting agency to continue to consider and study the reasonable zoning of tuition fees based on the zoning of tuition fees stipulated in previous resolutions and the actual living standards of the people; specify the regions to have appropriate adjustments to submit to the 7th Session, the 18th Provincial People's Council for consideration and approval.
