Proposal to fine 50 million VND for arbitrarily adjusting retail prices of gasoline and oil
The Ministry of Industry and Trade proposed a fine of 30 - 50 million VND for the following acts: Arbitrarily adjusting retail prices of gasoline at a time not specified by the wholesaler or distributor; selling at a price higher than the listed price specified by the wholesaler or distributor.

The Ministry of Industry and Trade is drafting a Government Decree regulating administrative sanctions for violations in the fields of oil and gas, gasoline and gas trading to replace Decree No. 67/2017/ND-CP.
The draft clearly states that for violations of regulations on posting prices and retail prices of gasoline and oil: Fines from VND 3,000,000 - 5,000,000 will be imposed for not posting retail prices of gasoline and oil or posting unclear retail prices of gasoline and oil, causing confusion for customers.
A fine of VND 5,000,000 - 10,000,000 shall be imposed for posting retail prices of gasoline that are not in accordance with the prices set by the wholesale trader or gasoline distributor.
In addition, there is an additional penalty of revoking the right to use the Certificate of qualified retail gasoline store from 01 month to 03 months for violations of regulations.
The remedy is to force the return of illegal profits obtained from committing the violation.
Penalties for violations of regulations on gasoline blending
According to the draft, a fine of VND 40,000,000 - 60,000,000 shall be imposed for one of the following violations: a) A wholesale trader blends gasoline but does not register the blending facility as prescribed; b) Blends gasoline at a location other than the production site, blending workshop or gasoline depot serving the domestic needs of the wholesale trader.
A fine of VND 60,000,000 - 80,000,000 shall be imposed on traders exporting and importing petroleum products that blend petroleum products without a testing room capable of testing the quality of petroleum products according to national technical regulations as prescribed.
Fines from 80,000,000 to 100,000,000 VND for the act of blending gasoline when not being a main trader.
Additional penalties: Confiscation of exhibits and means used to commit administrative violations; suspension of gasoline blending activities from 01 to 03 months for violations of regulations.
