Proposal to merge the National Steering Committee for Solidarity in Building Cultural Life and Family Work
(Baonghean.vn) - At the conference to review the first 6 months of the year and deploy tasks for the last 6 months of 2018 of the Steering Committee for National Solidarity in Building a Cultural Life (TD DKXDĐSVH) and the Provincial Steering Committee for Family Work held on the afternoon of July 5, many delegates suggested merging the two steering committees to operate more streamlined and effectively.

The Steering Committee (TD ĐKXDĐSVH) currently has 32 member departments, the Family Work Steering Committee has 19 member departments and basically the member departments of these two steering committees overlap. Mr. Tran Quoc Khanh - Deputy Head of the Provincial Party Committee's Propaganda Department said: "The story of 2 steering committees, 1 advisory department (Department of Culture and Sports) and the overlap of member departments was mentioned in the meeting at the end of 2017. I think the merger is necessary. It is known that the Central Government has not yet issued any document guiding this issue, but when the problem arises from the grassroots, we should have a report, recommendations and proposals for reasonable adjustments."

Regarding the quality of the steering committee's activities, many delegates also frankly assessed that the implementation of the reporting regime and inspection of the movement for physical training and sports development of some member sectors is still inadequate. "It is recommended to assign responsibilities to each sector to clearly see the participation, roles and responsibilities, and improve the quality of the steering committee's activities" - Mr. Tran Quoc Khanh expressed his opinion.
The results of the movement for physical training and building cultural life and family work in the first 6 months of the year have had remarkable changes. Accordingly, state management of festival activities has been strengthened and implemented seriously. Mass cultural and sports activities, festivals, and cultural and sports institutions have been organized more towards the grassroots level.
In addition, the construction of cultural and sports institutions associated with the movement of the whole people uniting to build new rural areas and civilized urban areas has received attention from localities; mobilizing internal resources from the people and legal resources for construction, especially for cultural houses, village and hamlet sports grounds, etc.
In the first 6 months of 2018, propaganda contents on family tradition education, child protection and care, new lifestyle implementation, etc. were promoted. More and more families are implementing the model of having few children and have better conditions to develop the economy, improve their lives, build happy families, etc.

However, according to Mr. Vuong Quang Minh - Vice Chairman of the Provincial Fatherland Front Committee, the rate of cultural families and cultural residential areas is quite high, but there are still many things to discuss about quality. "Now in a cultural village, social evils: drugs, theft... still exist. The awareness of a part of the people about rising up to eliminate hunger and reduce poverty, building a prosperous life is still dependent. This is also the reality and obstacle for activities" - Mr. Minh said.
In addition, the direction of the Party Committee and the authorities of some localities is still lacking in specificity, the implementation of the provincial directive documents is still slow, and the quality of consultation is not high. The awareness of a part of the people about culture and family is still not really complete, the mentality of male superiority, domestic violence and early marriage still occurs in some districts...
After listening to the opinions, the members of the two steering committees agreed on the key tasks and solutions to improve the quality of activities in the last 6 months of the year. Accordingly, they will continue to promote propaganda work; strengthen coordination in direction, inspection and supervision; promote the socialization of cultural activities, build models and cultural examples at all levels...
Regarding the idea of merging the two steering committees, the members of the steering committee said that it should be studied and proposed to the competent authorities for appropriate direction. Also after this conference, the steering committee will advise the Provincial People's Committee to issue a document reminding and correcting member sectors to improve their responsibility in implementing the reporting regime and inspecting the movement at the grassroots level.
In the last 6 months of the year, the Steering Committee for the Movement for Physical Training and Sports and Family Work aims to continue improving the quality of activities. Specifically, by the end of 2018, the whole province strives to have 83.5% of cultural families; 60% of villages, hamlets, and cultural blocks; 45% of communes, wards, and towns with standard cultural and sports facilities; 33% of the population regularly participates in physical exercise and sports; 22.7% of sports families...
